    Each year, Whitman County 4H honors the members and leaders at the annual 4H achievement program, which this year was in early November at the fairground community service building. Emceeing the program were Morgan and Shania Hatley of the Albion Best Adventurers 4H Club and Sarah Appel of Mockonema 4H. Katie Whetzel, leader of the Happy Hooves 4H Club, was selected as the 2010 4H Leader of the Year.     Nine Whitman County football players named to Washington’s all-state teams were announced Tuesday by the Associated Press. Colfax had three seniors who were named at multiple positions on the 2B first team.     Lone home meet for the Colfax wrestlers Tuesday night brought in grapplers from Bi-County foes Liberty, Reardan, Lind/Ritzville/Sprague and from St. John/Endicott and Pomeroy, the SE power club.   • County will charge for road name changes

    Whitman County will now charge residents who ask to have the name of their county road changed. Commissioners Monday approved a new policy that allows the county Public Works department to charge costs associated with changing the name of a road to those who request the change. Public Works Director Mark Storey said the issue came up earlier this month when the county changed the name of Mail Route Road in the northwest area of the county to Cayuse Lake Road.     All systems are go on the Port of Whitman County’s $12 million fiber optic project after the agency signed a cooperative agreement with the project’s parent company last week. Port commissioners agreed to the deal with Northwest Open Access Network, or NOAnet, at their regular meeting last Thursday, Dec. 16. NOAnet was the main recipient of an $84 million federal stimulus grant in March to lay fiber optic cable across unserved areas of rural Washington.     Palouse residents will see their water and sewer bills rise for the second year in a row this February. The council voted Dec. 14 to raise the Palouse base water rate by $5.50 and the base sewer rate by $3. They also voted to raise the overage fee for water from $1 to $1.25 for every 100 cubic feet over the allowed base amount.     Chelsea Leachman is the new manager of the Whitman County Library branch in Uniontown. She and her husband currently live in Pullman. A graduate of the University of Idaho, she is currently finishing her master’s degree in library and information science from the University of Wisconsin at Milwaukee.
