    Beginning his 18th year as mayor of Palouse, Michael Echanove has announced this year will be his last in office. He will not seek re-election when his term expires at the end of the year.   • Three school districts get grants for low emissions bus

    Rosalia is one of three local school districts that have received a grant from the Washington State Department of Ecology to help pay for new buses. The buses must include an idle reduction system to lower emissions. Funding for the grant came from the $28.4 million settlement of the Volkswagen diesel emissions scandal.     Whitman Hospital and Medical Center welcomed its first baby of the year Monday, Jan. 14. Caleb Ryder Cruz was born at 9:26 a.m. to Brielle Lubbess and Carlos Cruz Mendez from Tekoa. Born at six pounds, six ounces and 19 and one-half inches long, Caleb and his mother received a red wagon full of gifts for being 2019's first baby at the hospital.     Brenda Hardy, an employee of Cougar Foodmart for the past 22 years, and husband Dan have purchased the business from Brian and Jolene Jacobs, who now reside in Post Falls. Transfer of the business became official at the start of the year. Hardy has been managing the business for the past 18 months, after the Jacobs family moved to Post Falls.     The town of Colton will seek voter approval of a special levy on Feb. 12 for $30,000 to fund painting the inside of the town's water tank. The proposal was planned to go to voters last November, but did not make it on the ballot due to timing of its filing with the Whitman County Elections department. If passed, the levy would be collected in 2020 at a rate of $1.06 per thousand dollars of assessed property value.     The City of Palouse has changed its request for proposals for its Brownfields state environmental cleanup site.
