    WASHTUCNA – The state Parks and Recreation Commission voted unanimously Jan. 27 to permanently close areas some hiking areas at Palouse Falls State Park.     STARBUCK — Approximately 64% of the Lyons Ferry Hatchery Wallowa summer stealhead stock has been lost due to equipment failure. Hatchery workers lost roughly 249,770 steelhead smolts late last week, officials said, noting the smolts escaped a rearing pond and made their way into the mainstem Snake River. This loss accounts for about 64% of Lyons Ferry Hatchery’s Wallowa stock summer steelhead production for release in 2022, officials said.     OLYMPIA – The state Department of Fish and Wildlife is seeking written comments on a proposed spring black bear special permit rule change from Feb. 2 to March 12. The proposed rule would establish spring black bear special hunting permits for a shortened 2022 season, from May 1 to June 15.
