    Doug Curtis, LaCrosse school principal for the past 10 years, Monday was named for the Most Effective Administrator Award for small districts at the Washington Association of School Administrators conference in Yakima. Raymond superintendent Steve Holland was named for the mid-size district award. The awards were presented by WASA and Pemco Insurance. Jim Menzies of Pemco Insurance made the presentations.     Seven golden-throated Colfax High School students have qualified for the state solo and ensemble contest. A soloist, a duet, and a seven-member ensemble from Colfax will bring their best warbling to the state festival April 23- 24 in Yakima. Colfax junior Kyle Largent, who will sing in the seven -member Colfax ensemble and the duet this year also qualified for the all-state mixed choir.     Lamont is beginning the process of replacing scores of trees along the streets of Washington’s second smallest incorporated town. Mayor Steve Lacy said the goal is to replace many of the trees planted 40 years ago that are now beginning to catch diseases and die. The town purchased 60 trees from Lincoln County’s annual tree sale. Residents interested in having trees planted on city property near their house should contact town hall.     An early morning fire Saturday caused an estimated $500,000 damage to a 12-unit WSU apartment complex. Fire officials credited the student residents on doing a great job of evacuating the complex and preventing injuries. Pullman firefighters were called at 4:46 a.m. by a report of a fully-engulfed apartment fire in the Chief Joseph Village Apartment complex at 2025 NE Terre View.     Alicia and Anthony Napier of Colfax filed responses Feb. 26 in superior court to the jewelry repossession suit which has been filed against them by Harry Ritchies Jewelry, Inc., Portland. The company filed for a show cause order seeking return of jewelry because the Napiers allegedly failed to make payments under a retail purchase agreement. The suit said the purchase agreement assigns security interest in the jewelry pieces to Ritchies.     A required engineers’ survey of the Colfax flood control channel, which generated ardent protest from Mayor Norma Becker and council members when introduced, moved a step closer to reality March 1.     Body count from last year’s special doe hunt in the greater Colfax area was 195. The state department of Fish and Wildlife issued 450 permits to hunters in the greater Colfax area, which includes management areas around Colfax, Steptoe and Almota.
