    The U.S. Army Corps of Engineers Walla Walla District is revising the master plan for the Lower Granite Project. Public scoping for this effort will take place from March 22 through April 22. An open-house-style meeting will be today, March 23, at Pullman in the Sterling Room of the Holiday Inn Express from 4 to 7 p.m. Formal presentations are slated from 5 and 6 p.m. in the schedule.     Items approved for surplus this month in Garfield include a familiar sight to many Whitman County drivers. The Garfield Police Department car that was parked at the north end of town on Highway 27 will now be surplussed, along with an orange dump truck and a John Deere Gator vehicle.     While high water in Palouse last week spared the city of any major damage, Palouse Chamber of Commerce President Mike Milano is calling for donations to restore Hayton Greene Park's play area. Much of the play area's engineered wood chips washed away as water covered the park. Previously, the city has restored and improved the park with donations from citizen groups, public service organizations and individuals helping cover project costs.     Evan Couch, 26, former Oakesdale resident now of Colfax, was arrested early March 13 on probable charges of drug possession. According to the arrest report, a deputy followed the car Couch was driving into the Cougar Food Mart lot on Main Street. The deputy initially thought he was following a different suspect. After he started talking to Couch, the deputy noticed Couch was shaking and sweating despite the temperature of 48 degrees.     Navigation locks at Lower Monumental and Lower Granite dams returned to service at 2:30 p.m. Monday, but the lock at Little Goose is now projected to remain closed until April 2. The Army Corps of Engineers last week reported setback on work at the lock gate at Little Goose has led to a delay in finishing the project in time to put the lock back in service on the March 20 target date for getting the river system back on line.     The City of Tekoa has applied for a Washington State Drinking Water State Revolving Fund (DWSRF) planning grant for a new water delivery system for Goldenrod Cemetery. “It's not a grant to do it, it's a grant to study it,” said Mayor John Jaeger. The DWSRF grants money for drinking water systems to pay for infrastructure improvements, funded by federal and state money.     Prosecutor Matt Newberg of Garfield County reported charges were filed in district court there Monday against three suspects who allegedly were responsible for starting the Aug. 2 fire along the Snake River. Charged with reckless burning in the second degree were Isaiah Webgerk, Blake Rogers and Jonathon Whitley, all of Pullman. The charge is a gross misdemeanor punishable by up to 364 days in jail and $5,000 in fines.     The Town of Endicott will conduct a public hearing next week to determine if it will allow chickens within town limits.
