County commissioners said the financial projections are too glum to hire two people.     This 2004 Honda Civic driven by Corbin Hudacek, 21, Seattle, was damaged when its tire blew Friday afternoon on Highway 26 west of Dusty. Hudacek lost control, the car fish tailed, crashed into a 2000 Honda Odyssey van driven by Kimberly Garza, 47, Moses Lake, and ended up in the eastbound guard rail.     Already charged with cutting their 2011 spending by 2.6 percent, Whitman County officials Monday learned they may have to double those cuts in July. County Commissioner Greg Partch told his fellow commissioners Monday morning that revenues are now expected to fall short of projected spending by as much as $1 million.     More juvenile fish survived last year’s outward migration in the Snake and Columbia River system than have in all but one year on record. The National Oceanic and Atmospheric Administration reported about 95 percent of yearling salmon and steelhead passed safely through each of the eight Snake and Columbia river dams. At some dams the survival rate was 99 percent. The number of returning fish was 21 percent above the average of records kept since the 1990s.     Colfax girls again bagged a big team win Tuesday in a NE meet which featured competitors from 11 schools. The Bulldogs rolled up over 144 points and posted a 50-point margin over second-place Northwest Christian. The Friend’s of the Library will award a free book to each youngster who meets the challenge.
