    The League of Women Voters of Pullman has long had a presence with city government in Pullman, and a growing membership has allowed that presence to increase to much of the rest of the county.     Four juveniles, ages 14 to 17, were arrested just after midnight on Main Street in Colfax May 10. They were in a 2001 Dodge Caravan which had been reported missing earlier from a residence on the west hill of Colfax.
