    COLFAX — Commissioners awarded the bid for the Sand Road Overlay Project to Motley and Motley Inc. at their regular Commissioners meeting Monday, June 3, for the bid amount of $2,389,785.35. The project to pave Sand Road will happen over the course of two years with the first half of the road this year and the second half next year, Public Works Director Mark Storey told commissioners. “That breaks up the cost a little bit,” Storey told commissioners, adding that they would know when people ask them these questions .     COLFAX — The 21-year-old man who was initially accused of raping a woman in Pullman has been sentenced on a lesser charge. Elijah Nivar, 21, of Pullman, plead guilty earlier in May in Whitman County Superior Court to felony 3rd-degree assault. Nivar agreed to the plea deal with prosecutors after his rape trial in March ended with a hung jury. Nivar was initially arrested by Pullman Police in July, 2022, for allegedly raping a woman inside her Pullman home in May of that same year.     OLYMPIA — State of Washington Governor Jay Inslee directed regulators to reconsider the Horse Heaven Wind Farm Project in Central Washington.     STEPTOE - A semi rollover on Wednesday, May 29, temporarily closed Hume Road while officials cleaned up the debris and wood that covered both sides of the roadway.
