    Court Commissioner David Frazier ordered a warrant for the arrest of Eli Gallegos, Colfax, after he failed to appear Friday morning in Superior Court. Gallegos was listed on the docket for a readiness hearing on a charge of trafficking in a stolen motorcycle. He had previously been arrested and later released after showing up late for a court date.     The Council on Aging will host its annual Senior Picnic at the Rosalia City Park July 11 at 12 p.m. This is the second year of the event which is open to all seniors. “Anyone over 60 for us is considered a senior,” said Paige Collins, COA executive director.     Tekoa's Empire Theatre will be the first stop on the summer tour scheduled for the Lilac City Community Band which is based in neighboring Latah.
