    The third location for S&M Storage will join those in Potlatch and Pullman. It now awaits drain tile work and sidewalk curb-cutting for its entry.     The July meeting of the Whitman County Library board of trustees has been scheduled for Tuesday, July 19, at 6 p.m. at the Feeding Station Restaurant in Tekoa.     Palouse City Council personnel committee members, led by Doreen Hanson, interviewed seven applicants for the clerk-treasurer position. Mike Bagott has informed Mayor Michael Echanove of his intention to resign the position by the end of July, but has yet to officially resign.     Crew members of Palouse River Rock work begin work on storm drains Tuesday at the Colfax High School athletic complex. Construction began on the new track Monday.     Inland Cellular is in the early stages of constructing a communications tower near Colfax on State Route 26. The tower is proposed to be constructed for the purpose of improving cell phone coverage in the area, said Dena Whitaker, project scientist and environmental biologist at Trileaf Corporation in Chandler, Ariz.     The Port of Whitman County Thursday, June 7, voted unanimously to sign letters of support for two local rail projects which are seeking funds from the Freight Rail Assistance Program (FRAP).
