    One of the misters installed on East Spring Street to keep the crowd cool during the Aug. 3 First Thursday event in Colfax attracted the attention of this 3-year-old.     With the annual National Lentil Festival fast approaching next weekend, event registration closing is near. A number of sporting events are booked for the festival run, with most of them booked for Saturday, Aug. 19. The registration deadline for the 3-on-3 Hoop Classic tournament is tomorrow, Friday, Aug. 11.     In response to dry summer conditions and high wildfire danger in the region, Avista is making temporary changes to decrease the potential for wildfires that could occur when re-energizing a power line. In most cases, lines located in rural and forested areas are normally re-energized automatically. However, during the current dry weather conditions, Avista’s crews will physically patrol an outage area before a line is placed back into service.     The Port of Whitman County accepted a bid for construction of a fiber optics line from Oakesdale to Tekoa Thursday, Aug. 3.     Whitman County Sheriff’s Office Tuesday morning responded to a report of a shooting in Hay after a woman called 911 and said she shot her husband because of his health complications.     Rosalia is set to be the next Whitman County town with construction cones and signs going up this season. The long-awaited Whitman Avenue construction project is set to start Monday. “They’re mobilizing on the 14th, and they may start bringing stuff in on Friday so they can get started Monday,” said Mayor Nanette Konishi.     Coal ash debris may have been discovered during recent excavations for the Pullman-Moscow Regional Airport Runway Realignment Project. County Commissioner Dean Kinzer reported this during a commission workshop meeting Monday morning. “WSU used to burn coal for power, so I assume they used it for a dumpsite,” said Kinzer.
