    Preliminary work has begun on the Port of Whitman County’s portion of a $135 million statewide project to bring fiber optic connections to rural users. Port Executive Director Joe Poire told commissioners at their last meeting Sept. 2 that construction crews are soon to begin laying conduit pipe for the fiber lines. The pipe will run from the junctions of the Sunset Highway and Inland Empire Way near Browne’s Addition in Spokane and continue along Second Street to the US Bank building at Riverside and Stevens.     Pullman-Moscow CROP Hunger Walk Oct. 10 offers an opportunity to raise money for world-wide relief and to help local food banks. Last year’s walk earned more than $14,000 for Church World Services’ relief programs, and $3,600 was returned to local food banks.     Good behavior of juveniles around the Inland Empire is draining the budget of the Martin Hall juvenile detention facility at Medical Lake. Commissioner Pat O’Neill reported Tuesday the multi-agency facility is slated to open next year with a $30,398 deficit. “We’re using our reserves now,” O’Neill told commissioners Michael Largent and Greg Partch of the Martin Hall budget. “If we keep going down this road, we’re going to go broke.” O’Neill represents Whitman County on Martin Hall’s board of directors.     The last train to Pullman headed north last Thursday morning on the former UP line which linked Colfax and Pullman. Stan Patterson, president of the W & I Railway, reported an engine crew was dispatched to pull the last of the stored railroad cars off the line. The railroad link between Colfax and Pullman was severed in August of 2006 when a fire destroyed the trestle across the South Fork of the Palouse river about two miles east of Colfax.     Beginning this week, State Route 27 between Oakesdale and Tekoa will be closed to through traffic as crews build approaches to the newly constructed bridge across Pine Creek.     Retired Colfax rural fire chief Jim Krouse ended a 37-year career as chief on June 19. He’ll start up as a volunteer in October. More than four decades of work has wrinkled the hands and face of Jim Krouse, but has not dampened his spirit and desire to help people.     Bulldog baseball graduates will return next Saturday, Sept. 18, to play two games as a fund raiser for the baseball program.
