    Colfax Arts Council will launch 4th banner contest Colfax Arts Council officially launched their fourth banner painting contest last week. Artists of all skill levels are encouraged to enter the event which will result in a new set of “H’Art of the Palouse” banners along Main Street in Colfax early next year. The Arts Council calls their project the most widely viewed art exhibit in the region. Deadline for entry sketches is Nov. 4.     Hooper Bill and Della Evans returned home Sept. 20 from a road trip through Idaho, Montana, Wyoming and South Dakota. Their travels were on the roads less traveled, and they enjoyed the many beautiful scenes found in those areas. Della spent four days at a writers’ retreat with Linda Hasselstrom at Hermosa, S.D.     Lamont Allen and Diane Cook attended the annual Garden Springs reunion and potluck, Saturday, at the home of Ken and Ruth Potter of the Windsor area. Approximately 25 people, most of whom had attended the Garden School, attended. One graduated from the eighth grade in 1936. The school opened in 1889. It sits on a four-acre parcel of ground southwest of Finch Arboretum and the intersection of Interstate 90 and Highway 2.     Gene and Jimmie Gullick Savitz celebrated their 60th wedding anniversary at a family reunion at the home of Bob and Suzanne Whitacre on Hood Canal. They were married in Colfax Sept. 15, 1950. Gene graduated from Tekoa High School in 1946, and Jimmie graduated from Colfax High School in 1948. Following graduation, Gene served two years in the Navy. He served schools in Waterville, Pomeroy and Central Valley before joining the staff at Shoreline in 1966. He retired from teaching in 1982.     Dale and Loraine Smick will celebrate their 60th wedding anniversary Sept. 24 with a family dinner. Loraine Heim and Dale Smick were married Sept. 24, 1950. They had the first wedding in the new Trinity Lutheran Church building at Endicott. They have lived for the last 57 years on the farm outside of Endicott where Dale was born and raised. It is a live-in dream for the woman who moved here two years ago with her husband, Steve. Jones, who had two paintings in a downtown gallery in New York City last January, is two years into retirement.     Members of the PCC Rail Authority plan to lobby the legislature this year to keep funding from the eastern Washington shortline rail system in the system. Joe Poire, director of the Port of Whitman County, said the rail authority decided at its Sept. 15 meeting in Davenport to craft legislation to have revenue gleaned from the state-owned lines put into railroad improvements.     The United States Department of Agriculture last week announced it had approved contracts to put 4.3 million acres into the general Conservation Reserve Program, or CRP. General CRP accounts are for enrollment of entire fields, while continuous CRP is used for targeted areas of particular high risk of environmental impact – areas like hilltops and stream beds.
