    After losing in the championship of the Viking Classic over the weekend, the Gar-Pal volleyball team hosted Tekoa-Oakesdale again Tuesday night and went down in three straight games. Losing 25-10, 25-19 and 25-18 to the two-time defending state champions, Gar-Pal coach Brad Rader said the Nighthawks are frontrunners to win another title.     A Garfield weight loss group formed in 2012 has been named as the top chapter in the state of Washington for pounds lost.     Garfield City Council authorized a payment of $5,000 to the town’s Public Development Authority in an effort to help a Palouse family hoping to open a restaurant in the organization’s building, the former long-time location of Cher’s Restaurant and more recently the location of Smokin’ Papas.     If permits are approved, an Ashram Temple Worship Center will be built at 441 Country Club Road in Pullman. According to Whitman County Planner Alan Thomson, the 1,200-square-foot residence would contain two bedrooms, a bathroom and a kitchen, along with a 5,400-square-foot common area that can hold between 40 to 50 people.     Port of Whitman County Manager Joe Poire reported to the commissioners Sept. 19 that two applications were received for the Boyer Park and Marina concessionaire and one response for the airport maintenance contract. Poire said he met with both applicants for the concessionaire and reviewed the proposals. “Both are good, but time is of the essence,” he told commissioners.     Mike Denny is the new Conservation Reserve Enhancement Program coordinator for the Pomeroy Conservation District and Whitman County Conservation districts. He comes from Walla Walla County Conservation District where he was the riparian habitat coordinator and outreach and education co-chair.     Cattle Producers of Washington Livestock Processors Cooperative Association with a current membership of 80, processed its first livestock Aug. 22, according to a press announcement. The LPCA provides only the service of USDA harvest and processing, never owning the meat products. The USDA-inspected plant was formed by producers to be owned and controlled by producers.     St. John City Council on Monday evening decided to explore how the old Cold Storage building will be demolished. City Clerk Linda Hayes told the council that she checked with the Association of Washington Cities about demolition costs which were estimated at $40,000. She also expressed concerns about the old building containing asbestos which would increase the cost. If the demolition costs exceed $40,000, the city must advertise for bids on the project.     Kratom, an herbal dietary supplement, was found present in sample testing to determine the cause of death of Devin Stanton, 29-year-old Colfax resident who was found unconscious June 12. Attempts to revive Stanton were unsuccessful. Whitman County Coroner Pete Martin late Monday said the presence of Kratom was found after an extended investigation by the state toxicology lab.     A Nov. 18 trial date was set for the second trial of James Hughes of Endicott Friday in Whitman County Superior Court. The Hughes grain rustling case has been pending since July 20, 2012, when the jury in his first trial reported they were unable to reach a verdict after a week-long trial. Hughes, a contract trucker, has been charged with taking loads of grain from Whitgro Elevators and hauling them to Snake River terminals where he delivered them in his name.     Insurance consultants with the firm of Payne West, which was hired by Whitman County, advised the commissioners that health insurance premium costs for county employees will increase between eight and 10 percent next year. County human resources director Kelly Campbell said the biggest changes and cost increase are because of health care reforms from the Obama administration.     A Federal Aviation Administration engineer told Port of Whitman County commissioners that the runway at the port’s airport must be rebuilt. “I want to congratulate the port on how beautiful the airport looks,” FAA engineer Karen Miles said last Thursday morning.     The third trial for Daniel Lazcano was set for Dec. 2 in Spokane County, Superior Court Judge David Frazier announced Friday at a scheduling hearing.
