    Colfax volleyball squad will host a tough Liberty team today after running three sweep wins in the early run of the NE league race. The Bulldogs rolled to Ritzville Tuesday and defeated the Broncos 25-16 25-13 and 25-16 to remain undefeated in the NE league campaign. The win came after Colfax swept Reardan on the home court Saturday and swept the Asotin Panthers on the the road last Thursday.     Washington State University Board of Regents Friday unanimously approved the sale of university-owned land to the Pullman Moscow Regional Airport for $14,772,750. The sale of this property will allow the airport to continue the re-alignment of the airport runway. The land in question currently houses the WSU’s Terre View Research Facility.     Jose Castanon, 53, Rosalia, pleaded not guilty Friday morning in superior court to four charges and was scheduled for a Nov. 13 trial. Castanon was charged with second degree rape, attempted indecent liberties, unlawful imprisonment and fourth degree assault with sexual motivation.     Ryan Rhuby, 30, Steptoe, was sentenced to three months in jail Sept. 22 after he pleaded guilty to a crime of possession of heroin. Rhuby has already been in jail for a district court conviction for driving while under the influence and his sentence in the drug case will be completed before his release date for the district court conviction.     Five formal charges were filed Sept. 19 in superior court against Mitchel Jim, 45, one of three suspects arrested early Sept. 14 outside of the Siesta Motel. One of the charges allege Jim assaulted Colfax Officer Joe Handley at the scene. Jim is also charged with possession and delivery of methamphetamine and obstructing justice. He was arrested along with Dempsey White, 20, and Nicole Patton, 19, just as they were leaving the Siesta. All three are from Toppenish.     The state will make a funding request for a TIGER grant to improve the rail line serving the area, according to a report to the Port of Whitman from Bob Westby, manager of the Palouse River and Coulee City Railroad. Work support from a TIGER grant would be combined with a half-million pledge by WATCO operator on the railroad and proposed upgrades at Endicott by Whitgro for expansion of the terminal.     The City of Palouse picked up $5,000 Sept. 12 from Avista as part of its Renewable Energy Cost Recovery Program. Palouse earned the award by exceeding its production quota on its solar farm built last year. Avista gave the program’s maximum award, $5,000, calculated from a formula of 18 cents per kilowatt hour (kwh) generated in the fiscal year of July 1, 2016, to June 30, 2017.     A Lewiston man was seriously injured Sept. 21 when the landscaping truck he was driving went out of control and crashed through the guardrail of Highway 194 at the bottom of the Almota grade.     Jennings Elementary in Colfax and Garfield Elementary have earned a 2017-18 national Title I Part A Distinguished School award and received $15,000 to use for professional development, curriculum, supplies or other uses.
