    Candace Hodges Fisher of Steptoe, now financial coordinator for Whitman County District Court, has been named to the Colfax City treasurer’s job. In addition to coordinating funds for the justice court, Fisher has had prior experience as the clerk and treasurer to the Town of Farmington, Colfax City Administrator Michael Rizzitiello told city council members Monday night.     The Palouse city council granted preliminary approval Sept. 23 to the town’s planning commission regarding the proposed Palouse Cove development. Developer Roy Druffel of Sand Road Land Company will now proceed with a final development plan to go before the city council. “Stay tuned,” said mayor Michael Echanove. Druffel’s engineer, Munir Daud of Pullman, has supplied the city of Palouse with a water and sewer plan to review.     After a tough first quarter on their home turf the Colfax football team Friday found the right gear and rolled up 41 unanswered points on the way to a 41-8 win over the Springdale Chargers.     The two power runners on the local scene took overall wins in the big Pasco Invitational cross country run Saturday. Race officials split the big school and small school team scores, but Asotin’s Chandler Tiegen topped the whole field with a 16:00.     A member of Garfield’s planning and zoning board is questioning the city after a large increase – which was later adjusted – in an assessed property value.
