    Gazette Reporters Ballots will be recounted by hand to determine a winner in the race for seat 2 on the Rosalia Town Council. Challenger Rick Lau still leads incumbent Bob Hill by one vote, 112 to 111, in the finalized count by Whitman County’s elections department.     Whale with 20 plastic bags revives calls for ban WELL, THERE GOES the Seattle Times again, pushing the City Council to ban plastic bags only two years after voters said fuhgeddaboutit.     In an effort to cut costs, the city of Palouse began an experiment last week. A total of 23 of Main Street’s 42 lights were turned off. Essentially, Dwayne Griffin, maintenance superintendent, had every other light shut off. The cost savings are estimated at roughly $230 a month, or $10 per light. “We’re hopeful people are understanding of the situation we’re in,” said Palouse deputy clerk Ann Thompson. The city council plans to run the experiment into the new year, and then assess it. The council will vote on their 2012 budget Dec. 13....
