    During the recent mid-term elections, Democrats campaigned extensively and at times quite successfully on health care. The specifics covered a wide spectrum. The recurring theme, however, appeared to be cost. Politicians across the board promised cheaper care. Realistically, care can only be cheaper if we reduce the quality or quantity. Twenty-five years ago, my uncle died of prostate cancer. There was nothing that the medicine of the time could do to save him.     The town has settled down from all the construction that has been going on for months. The railroad crew that was here building the new train siding is done.     November rainfall fell below normal. Total for the month recorded at the NRCS weather station in Colfax was 2.29 inches, .39 short of the 2.68 average for the month. Over the past three months, rainfall has lagged 2.29 below the average. Total average for the three months is 3.05 inches compared to the 5.24 normally received for the three month period.     LaCrosse Outreach will sponsor a Christmas cookie sale at the Gathering Place in LaCrosse Dec. 15, beginning at 10 a.m. Residents who want to make cookies are asked to bring them an hour before the start.     A city crew worked all day Dec. 5 to repair a crack in the 12-inch water main along Main Street at the Island Street intersection. Excavation to reach the water main began at 8:30 a.m. and the six-member crew remained on the job until approximately 6:30 p.m. Traffic cones remained in southbound curb lane Thursday morning while the crew finishes backfill on the project.
