    Gazette Reporters Employees in Whitman County’s courthouse could receive a one-time bump in pay if their union agrees to an offer by county commissioners. Members are voting this week on a 2012 contract that will give them no salary raises, but does offer an additional $550, according to union steward Kris Thompson, who was interviewed while working her second job at Rosauers Tuesday.     Scott LaVielle, former chief of the North Highline fire district where he served for 29 years, was named chief of the Pullman Fire Department Monday by Mayor Glenn Johnson.     Standards for the new streetlights on Mill Street were installed by Harrison Electric crews the first part of last week, but the project has been delayed again until the actual light fixtures arrive. Munir Daud, Pullman consulting engineer for the project, said the light fixtures have yet to be shipped by the California supplier.
