Chelsea Smoke, 26, of Tekoa, began her first day Monday, April 11. She replaces Sarah Stephens, who accepted a job in Spokane.     COLFAX – The Whitman County Library District collected more than $3,100 worth of food and items during its 24th annual Food for Fines in February. Instead of paying cash for library fines, readers were able to pay in non-perishable food or household items. Cash donations were also accepted.
