The daughter of Bill and Ruth Ryan, Laura has an older sister and a younger brother. She attended Sunnyside Elementary and Lincoln Middle School and graduated from Pullman High School.     Rosalia Lions club cared for the Pioneer Riggs Cemetery as a community project. The cemetery is located about two miles northeast of Rosalia. In 1889 the plot of ground was donated to the community as a burial ground by Samuel Riggs. The cemetery is on a hill top with a 360 degree view of surrounding hills covered in the different shades of spring green and a beautiful view of Steptoe Butte. I live in a hurricane-prone area, so I keep what I call a “hurricane kit” ready at all times.     Palouse and Whitman conservation districts, along with the Whitman County office of the Natural Resource Conservation Service, can now accept applications for funding to implement measures aimed at improving water quality.     Jazz band seniors received their farewell Monday night at the band’s concert in the CHS auditorium.     Washington State Patrol Trooper Jim Retzer of Colfax received the WSP Officer of the Year award for District 4 from WSP Chief John Batiste in an awards ceremony May 10 at the WSP Academy in Shelton.     Susan Harbour, a member of the 1981 class at Pullman High School, received the top academic award during commencement ceremonies for the 99th Washington State Patrol basic training class. Trooper Harbour attained a 95 percent grade average compared to a class average of 89 percent. She is also a 1986 summa cum laude graduate of the University of Oregon where she was named a first-team All American in 1985. She was inducted into UO hall of fame in 1995.     Jess Ford of Pullman plans to host a fund raising event for Pullman High Booster Club Saturday at the Zeppoz parking lot on Bishop Blvd. from 9 a.m. to 5 p.m. The agency will donate $20 to the club for every test drive taken during the day.
