NOTICE OF A PLANNING COMMISSION PUBLIC MEETING FOR A COMMERCIAL WIND TURBINE ORDINANCE
e Whitman County Planning Commission is holding a public meeting on amending county codes regarding commercial wind energy facilities. This is a follow-up meeting from the public hearing held on September 16, 2009. A follow-up public meeting is necessary to allow the Planning Commission time to read the information presented into the record on September 16 in order for them to make a decision on the proposed zoning ordinance for commercial wind energy. The Planning Commission will not be taking any more public testimony at this meeting. Written comments from the public were allowed to be submitted to the Planning Office until 5 p.m. on September 23, 2009.
The public meeting will be held by on Wednesday, October 7, 2009, in the Auditorium, first floor of the Whitman County Public Service Building, at 7:00 PM.

NOTICE OF APPLICATION FOR COVERAGE UNDER THE STATEWIDE GENERAL PERMIT FOR BIOSOLIDS MANAGEMENT
Notice is hereby given that the City of Endicott Wastewater Treatment Plant (Endicott WWTP) is applying to the Washington State Department of Ecology for coverage under the General Permit for Biosolids Management.
The Washington State Department of Ecology (Ecology) issued a Determination of Nonsignificance (DNS) on September 9, 2009, for the proposal described in this notice. After review of a completed Environmental Checklist and other information on file with the agency, Ecology has determined this proposal will not have a probable significant adverse impact on the environment. Copies of the DNS and the completed Environmental Checklist are available from Martyn Quinn at the address below.
Biosolids are produced at the Endicott WWTP located at Margin St, Endicott, WA 99125, and applied to agricultural land located at the W quarter of Section 25, Township 17N, Range 40E (Corner of Endicott Rd and Storment Rd).
Application for Coverage under the General Permit for Biosolids Management and a Site Specific Land Application Plan address the management of the material at this site.
Presently no new land application sites are anticipated, however, future proposals for additional sites may undergo additional environmental review, and public notice will be provided consistent with Chapter 173-308 WAC, Biosolids Management, including posting of the potential land application site for at least 30 days.
Any comments or hearing requests must be received within thirty days of the newspaper publication of this notice. Address comments to Martyn Quinn at the address below.
If you wish to be included on an interested parties list to receive notification of activities relating to this project, please notify, in writing, Mike Isaacs at the address below. RELEASE OF GRANT FUNDS
TOWN OF GARFIELD will undertake the project described above with Community Development Block Grant (CDBG) funds from the Washington State Department of Community, Trade and Economic Development (CTED) under Title I of the Housing and Community Development Act of 1974, as amended.
TOWN OF GARFIELD is certifying to CTED that TOWN OF GARFIELD and JARROD PFAFF, chief administrative official of applicant approved by CTED, in her/his official capacity as MAYOR consent to accept the jurisdiction of the federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision making and action, and that these responsibilities have been satisfied.
The legal effect of the certification is that upon its approval TOWN OF GARFIELD may use the CDBG funds and CTED will have satisfied its responsibilities under the National Environmental Policy Act of 1969 and other environmental responsibilities listed in 24 CFR Part 58.
CTED will accept an objection to its approval only if it is on one of the following bases: a) that the certification was not in fact executed by the certifying officer or other officer of applicant approved by CTED; or b) that applicant’s environmental review record for the project indicates omission of a required decision finding or step applicable to the project in the environmental review process.
Objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58) and may be addressed to CTED/CDBG Program Staff at 906 Columbia Street SW, PO Box 48350, Olympia, Washington 98504-8350.
PUBLIC COMMENTS ON FINDING RELEASE OF FUNDS
All interested agencies, groups and persons disagreeing with this decision are invited to submit written comments for consideration by the TOWN OF GARFIELD to the MAYOR. All comments must clearly specify which decision they object to the Finding of Release of funds. Such written comments should be received at PO Box 218, Garfield, WA 99131-0218 on or before OCTOBER 16, 2009. All such comments so received will be considered and the TOWN OF GARFIELD will not request the release of federal funds or take any administrative action on the project on/or before the date specified in the preceding sentence.
Objections to the release of funds on bases other than those stated above will not be considered by CTED. No objection received after NOVEMBER 3, 2009 will be considered by CTED.
