NOTICE OF PUBLIC HEARING
The Whitman County Commissioners will conduct a public hearing on December 7, 2009 at 11:30 a.m.
in their Chambers, Whitman County Courthouse, Colfax, Washington.
The purpose of the hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG), and to receive comments on proposed activities, particularly from low and moderate income persons and persons residing in the Whitman County area.
$125,968.00 will be available to Whitman County and Community Action Center to fund public service activities to low and moderate income persons in Whitman County.
These programs include: education, employment, money management, housing energy assistance, nutrition, linkages, self-sufficiency and health.
The proposed public service activities will be available for review at the Community Action Center, 350 SE Fairmont Road, Pullman, Washington on Monday, November 30, 2009 beginning at 9:00 a.m. or by calling 509-334-9147. If you are unable to be present at the hearing, you may submit your comments to the Whitman County Commissioners, 400 N Main Street, Colfax, WA 99111 no later than Friday, December 4, 2009. Comments on the Whitman County and Community Action Center’s past performance and use of the 2009 CDBG Public Service Grant award will also be received at this hearing.
Handicapped accessibility to the Commissioners’ Chambers may be accessed from the Mill Street entrance. Arrangements will be made to accommodate questions and provide responses to non-English speaking residents. Upon receiving 24 hours’ advance notice, the County will make arrangements to reasonably accommodate the needs of special groups of citizens, including those who are physically handicapped or otherwise impaired. The Port of Whitman County extends an invitation to bid on:
The construction of 2 aerial fiber optic runs & 1 underground fiber optic run within the city of Pullman, Washington.
The general scope of the project includes, but is not limited to:
The construction of 2 aerial fiber optic runs and 1 underground fiber optic run in Pullman, Washington. The aerial portion will require the placement of strand and the lash of fiber optic cable. There is underground construction, which will include boring and/or trenching. There will also be vault installation and placement of conduit. All runs are 48 strand. No splicing will be required.
A contractor meeting will be held at the offices of the Port of Whitman County, 302 N Mill Street, Colfax, Washington, on Monday, December 14, 2009, at 1:00 PM. After a short question and answer session there will be a drive through of the project in Pullman. This site review could take several hours. A set of drawings will be provided to each interested company at this meeting for their review and general questions may be referred to Butch Riebold at the Port at (509) 397-3791 or (509) 879-0710. Technical questions may be referred to Denny Myers (509) 939-4260. Drawings shall include fiber footages, vault specifications and other hardware and technical requirements.
All equipment, tools and sundry supplies are to be the responsibility of the contractor unless otherwise specified in the bid documents or in writing by the Port. Traffic control, both pedestrian and vehicular, must be coordinated with the City of Pullman and all pits, openings and operational staging areas must be covered daily during construction. Contractor shall be responsible for all utility locates.
Contractor shall also be responsible for any and all permits required through the City of Pullman, Avista or any other jurisdictional agency and must coordinate locates and construction with City of Pullman or other agency staff. The ways and means of installation is to be the sole responsibility of the contractor.

Submittal Requirements:
The Town of Lamont is requesting Statement of Qualifications from consulting firms to provide the Town with a roster for engineering and architectural services with respect to projects planned for the 2010 calendar year. The Town published this request in accordance with the requirements of RCW 39.80. Individuals or firms wishing to be considered for projects should submit a SOQ showing their experience in planning, design and construction, and contract administration of water systems, street projects, architecture and municipal buildings, on-call consulting, and grant applications.
Projects may be funded through Public Works Trust Fund, Drinking Water State Revolving Fund, USDA-Rural Development, Transportation Improvement Board, and Washington State Community Development Block Grant Program with federal funds provided by the U.S. Department of Housing and Urban Development.
SOQ should address the firm’s experience in each of the categories listed. Interested consulting firms should submit references and resumes of proposed staff to be assigned to these projects. SOQ’s shall be limited to 15 pages, excluding resumes. Five (5) copies of the SOQ are due in the office of the Town by 5:00pm on December 17, 2009.
The Town may elect to interview any or all or select one or more firms from the submittals received. The Town reserves the right to advertise and retain other consultants on individual projects independent of the firm selected for this solicitation.
