Notice to Providers of Service to Developmentally Disabled Individuals
Request for Qualifications
Whitman County seeks statements of qualifications from agencies interested in providing day program services to developmentally disabled residents in Whitman County. The services are to be provided July 1, 2010 through June 30, 2011. Examples of services include, but are not limited to: Child Development Services (Birth through the age of two); Pre-Vocational, Group Supported Employment, and Individual Employment for adults; Community Access Services/Person to Person for severely disabled and retirement aged individuals. Individuals served through these programs are determined eligible through a state eligibility process.
The document requested as part of this process is a completed "Qualified Provider Checklist". To be considered for selection, prospective providers are to submit 2 copies of their submittals that include: a completed "Qualified Provider Checklist‚" encompassing qualifications of key personnel, relevant experience; fiscal management and local availability of services within Whitman County.
If requested by Whitman County, services may extend beyond 2011 and through one or more subsequent years. Final provider selection and budgets will be determined after interviews, review of submitted materials, negotiations, and determination of final funding appropriation for 2010-2011 year.
Providers need to be aware that services are to be provided on a reimbursable basis. Response to this Request for Qualifications must be received at the Whitman County Developmental Services Department, 310 North Main Street, Colfax, WA 99111 by 4:00p.m. (PST) on Thursday, December 31, 2009 to be considered for selection. Incomplete submittals will disqualify the provider from further consideration.

NOTICE OF MITIGATED
DETERMINATION OF
NONSIGNIFICANCE AND
A CONDITIONAL USE HEARING
The Whitman County Planning Office issued a Mitigated Determination of Nonsignificance (M-DNS) under the State Environmental Policy Acts Rules (Chapter 197-11 WAC) for the following project:
Richard Druffel & Sons propose to place up to another 150,000 cubic yards of fill in their existing fill site from the current Walmart construction and other construction in the surrounding area. The parcel is located at Section 13, Township 14 N., Range 44 E., W. M., Whitman County, WA. It is south of Pullman at Mile Marker 19.44, west of SR 295.
After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.
This project will also be considered for a conditional use permit at a County Zoning Board of Adjustment public hearing set for Thursday, January 21, 2010, at 7:00 PM in the Public Service Building Auditorium, N. 310 Main St., Colfax, WA. Interested persons may submit written comments regarding the proposed zoning action to the County Planning Office, (mail address) P. O. Box 430, Colfax, WA 99111-0430, (fax) (509) 397-6210, before January 7, 2010, or attend the hearing.
Copies of the M-DNS are available at no charge from the County Planning Office, Whitman County Public Service Building (2nd Floor), Colfax, WA 99111. The public is invited to submit written and signed environmentally-focused comments on this DNS no later than 4:00 PM on Thursday, January 7, 2010, to Alan L. Thomson, County Planner, P. O. Sealed bids will be received on the following proposal by the Board of County Commissioners of Whitman County, State of Washington, at its office in the Whitman County Courthouse in Colfax, Washington, until 2:00 p.m. Pacific Time, on January 4, 2010 at which time they will be opened and publicly read. Handicap access may be obtained by the Mill Street entrance to the Courthouse.
Each bid is to be separately sealed in an envelope addressed to the Board of County Commissioners with the name of the bidder and item bid, including time and date of opening written plainly on the outside of the envelope. (NO FAXES ACCEPTED.)
The Board of County Commissioners reserves the right to reject any or all bids or to accept the bid which in its estimation best serves the interests of Whitman County.

AN ORDINANCE AMENDING ORDINANCE NOS 366N, 369N, 370N, AND 373N AMENDING
CERTAIN FUNDS WITHIN THE 2009 ANNUAL BUDGET.
Section 1 amends the 2009 Annual Budget.
Section 2 amends certain funds (Street Fund and Street Reserve Fund) within the budget: total estimated revenues $1,641,706, appropriations $1,054,154.
This ordinance was passed on December 7, 2009, and will be in effect five days after publication of this summary. ORDINANCE NO. 321X
AN ORDINANCE AMENDING ORDINANCE NO. 182X RELATING TO ACCESSORY STRUCTURES BY IMPOSING CERTAIN RESTRICTIONS AND REQUIREMENTS THEREON AS SET FORTH HEREIN.
The Town Council of the Town of St. John do ordain as follows:
Section 1. Definitions: As used herein, the following terms shall have the meaning as set forth herein:
a. Accessory Structure. A structure or use incidental and subordinate to the principal
use or structure and located on the same lot. Included within the foregoing
definition, but not in limitation thereof, is those buildings commonly designated as garages and those buildings used to store items used in conjunction with the principal use of the structure located on said lot.
b. Lot. A parcel of land under one ownership used or capable of being used under the
applicable laws and ordinances of the Town of St. John, including both the building site and all required yards and open spaces. A "lot" need not necessarily coincide with the "’lot’ of record" which refers to land designated as a separate and distinct parcel on a legally recorded subdivision plat or in a legally recorded deed filed in the records of Whitman County.
c. Structure. That which is built or constructed. An edifice or building of any kind or
any piece of work artificially built up or composed of parts joined together in some definite manner.
d. Finished grade. The average of the finished ground level at the center of all walls of an accessory structure.
Section 2. From and after the effective date of this ordinance, no accessory structure shall be built on any lot without a prior permit issued therefore by the building official of the Town of St. John. Any accessory structure shall be on the same lot as the permanent residential structure situated thereon.
Section 3. No accessory structure in a residential area shall be used for commercial purposes and no commercial business shall operate out of or within an accessory structure, except as maybe otherwise permitted under the applicable laws and ordinances in the Town of St. John
Section 4. Outside material of any accessory structure shall be made of wood, brick, composition or metal. Provided, any metal used as siding or other outside covering over an accessory structure shall be of baked enamel coating and shall not be galvanized.
Section 5. Any accessory structure not physically attached to the primary residential structure shall be fully enclosed with access to the interior by doors meeting the requirements of the Uniform Building Code.
Section 6. Accessory structures shall not exceed a 4/12 pitch roof as measured from finished grade. The eaves of any accessory structure shall not exceed twelve (12) feet in height when measured from finished grade. Any structure over 24 feet in width will require a special variance to be approved by the City Council.
Section 7. The provisions of this ordinance shall apply to all accessory structures located in areas zoned for residential purposes.

Resolution 2009-3
The Town Council of Lamont resolved that an increase in the regular property levy is authorized and for said levy to be collected in the 2010 tax year. The dollar amount of the increase over the actual level amount for 2009, which was $10,218.00, shall be $102.18, which is an increase of 1% from the previous year.
