NOTICE IS HEREBY GIVEN that a public hearing will be held Tuesday, March 16, 2010 at 2:00 p.m. in the Whitman County Commissioners’ Chambers, Courthouse, Colfax, Washington, for the purpose of receiving public comments on proposed revisions to Whitman County Code, Chapter 8.05 Food Service.
Any person may attend the hearing to speak for or against the proposed revision.
Handicapped accommodations are available at the East entrance to the Courthouse. Arrangements will be made to accommodate questions and provide responses to non-English speaking residents. Upon receiving 24 hours’ advance notice, the County will make arrangements to reasonably accommodate the needs of special groups of citizens, including those who are physically disabled or otherwise impaired. NOTICE OF CALL FOR BIDS
ROOF SYSTEM
SEALED BIDS will be received by the Board of County Commissioners of Whitman County, State of Washington, at its office in the Whitman County Courthouse, Colfax, Washington, until 10:30 a.m. Pacific Daylight Savings Time, Monday, March 29, 2010, at which time they will be opened and publicly read.
EACH BID shall be separately sealed in an envelope addressed to the Board of County Commissioners with the name of the bidder written plainly on the outside of the envelope.
All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of the total bid proposal. NOTICE OF DETERMINATION OF NONSIGNIFICANCE (DNS) AND A CONDITIONAL USE PERMIT
Whitman County Planning issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:
Shawnee Rock Inc. is proposing an expansion of an existing rock quarry operation from 13.48 acres to 42 acres in the Agricultural District which will require a conditional use permit. The quarry is located 7.5 miles SE of Dusty, WA in Section 35, Township 15 N., Range 40 E. W.M., Whitman County, Washington. The Conditional Use Permit will be issued administratively.
After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.
Persons requiring ADA accommodation should advise us of that need.

SUMMARY OF TOWN OF GARFIELD ORDINANCE NO. 380N.
AN ORDINANCE INCREASING THE ADVANCE DEPOSIT FOR WATER SERVICE.
Section 1. The Garfield Municipal Code Section 20.02.040 is amended to reflect that a deposit equal to the-then current monthly fee for water, sewer and garbage shall be collected in advance to secure charges for water service to residential and commercial water customers.
This ordinance was passed on February 24, 2010, and will be in effect five days after publication of this summary. The Town of Rosalia is calling for bids for masonry restoration on the Community Center at 106 W Seventh Street, Rosalia, WA 99170. The building is two storeys, 40 X 100 feet. AN ORDINANCE AMENDING THE ZONING CODE.
The Garfield Municipal Code Section 24.02.070 is amended thereby authorizing certain residential uses in the C-1 zone; providing a conditional use for the processing of crops grown onsite in the AG-1, AG-2 and AG-3 zones; establishing a 10,000 square foot minimum lot size in the R-1 zone and a two acre minimum lot size in the AG-3 zone; and establishing a minimum requirement of 1,000 square feet of living space for dwellings located in the R-1, R-2, and R-3 zones.

REQUEST FOR QUALIFICATION DATA TO FURNISH
ENGINEERING AND LAND
SURVEYING SERVICES
The City of Tekoa, Washington (pursuant to Chapter 61, Laws of 1981) is inviting statements of qualifications and performance information from individuals or firms interested in providing professional engineering and land surveying services for the 2010 calendar year in conjunction with sponsored projects. Potential prospects requiring engineering services include airfield, sewer, water, and street planning (including WSDOT, TIB, CDBG, USDA RD and PWTF projects), design and construction management, contract administration on-call consulting, and grant applications.
Qualification and performance statements will be reviewed, placed on file for the 2010 calendar year, and will be used as the source from which to select one or more qualified firms from whom a detailed proposal will be requested for any specific project. Those firms who have statements on file for the 2009 calendar year should only respond with a request for their statement to be renewed for 2010 along with any pertinent amendments to their statement.
Minority- and women-owned firms are encouraged to submit statements of qualifications.

PUBLIC HEARING NOTICE
NOTICE IS HEREBY GIVEN that a public hearing will be held by the LaCrosse Town Council at the Town Hall, 107 S. Main, LaCrosse, Washington, beginning at 7:00 PM on March 11, 2010.
The purpose of the public meeting is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG), and receive comments on proposed activities, particularly from low- and moderate-income persons and persons residing in the Town of LaCrosse area.
Up to $35,000 may be available to the Town of LaCrosse on a statewide competitive basis to fund planning projects that principally benefit low- and moderate-income persons.
The draft application for the LaCrosse Small Water System Management Program will be available for review one week prior to the public hearing during normal business hours at the LaCrosse Town Hall. Comments may also be submitted in writing to the Town of LaCrosse, P.O. Box 228, LaCrosse, WA 99143. Written comments must be received by the Town Clerk before 3:30 p.m. on March 10, 2010.

MITIGATED DETERMINATION OF NONSIGNIFICANCE
The Port of Whitman County issued a Mitigated Determination of Nonsignificance (MDNS) under the State Policy Act Rules (Chapter 197-11 WAC) for the following project:
Description of Proposal:
The construction, operation and maintenance of a recreational MX and BMX riding facility for area youth and adult population located north of the existing Port of Wilma on undeveloped port owned land. Instruction, on-course learning and riding of motorcycles and bicycles will be the primary use of tracks. The size of project is approximately 30 acres on an approximately 50 acre site. Project is located directly north of the existing Port of Wilma, North Clarkston, WA.
Parcel B: A parcel of land situated within the south half of Section 13, Township 11 north, Range 45 E, W.M., Whitman County, State of Washington.
SUBJECT to all restrictions and reservations contained in any deed from the United States of America.
After review of a completed environmental checklist, the Port of Whitman County has determined this proposal will not have a probable significant adverse impact on the environment.
The following conditions are hereby incorporated, with the applicant’s agreement, into this Mitigated DNS: In order to minimize erosion, maximize weed control, minimize storm water issues, minimize possible construction and operation impacts on the neighboring land uses the applicant will:
1. Using Best Management practices, implement erosion control methods as necessary to prevent project construction run-off. Implement dust control measures during operation.
2. Take reasonable precautions during project construction to prevent broadcast of noxious weed seed from grading, filling and construction activity.
3. Using Best management practices implement storm water control measures for minimal anticipated surface run-off.
4. Construct vegetative sound and fire buffers to minimize potential impacts and protect surrounding land use.
5. Install a locked gate and appropriate access barriers at main access point for security purposes.
