This project provides for the replacement of the Ben Henson Bridge with two 60 foot long, 102 inch arch culverts for an estimated cost of $61,000.00.
Canyon Bridge, C.R.B.P. No. 4330-04.59(2) This project provides for the replacement of the Canyon Bridge with two 60 foot long, 96 inch arch culverts for an estimated cost of $59,000.00.
Curtis Bridge, C.R.B.P. No. 2400-01.35(7)
This project provides for the replacement of the Curtis Bridge with an 80 foot long, 96 inch culvert for an estimated cost of $80,000.00.
Ringo Bridge, C.R.B.P. No. 5170-02.56(3)
This project provides for the replacement of the Ringo Bridge with a 28 foot wide, 25 foot long prestressed concrete superstructure on a steel substructure for an estimated cost of $115,000.00.

NOTICE OF DETERMINATION OF NONSIGNIFICANCE (DNS) AND A CONDITIONAL USE HEARING
The Whitman County Planning Office issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:
First Step Internet is proposing to add several internet receiving and distribution antennas to an existing residential wind turbine tower to increase signal strength. The site is located at 951 S. River Road, Palouse WA, 99161 in the N 1/2 of Section 6, Township 16 N., Range 46, W.M., Whitman County, Washington.
After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.
This project will also be considered for a conditional use permit at a County Zoning Board of Adjustment public hearing set for Thursday, May 6, 2010, at 7:00 PM in the Public Service Building Auditorium, N. 310 Main St., Colfax, WA. Interested persons may submit written comments regarding the proposed zoning action to the County Planning Office, P. O. Box 430, Colfax, WA 99111-0430, (fax) (509) 397-6210, before 4 p.m., May 6, 2010, or attend the hearing.

HEARING NOTICE
NOTICE IS HEREBY GIVEN that the Whitman County Commissioners will, on Monday, April 19, 2010, at 10:45 a.m., conduct a public hearing in their Chambers, Whitman County Courthouse, Colfax, WA to consider revisions to the Whitman County Agricultural District, Chapter 19.10 of the Whitman County Code, allowing two houses to be included on one parcel of land.

PUBLIC HEARING NOTICE
NOTICE IS HEREBY GIVEN that a public hearing will be held by the Farmington Town Council at the Town Hall, East 203 Main, Farmington, Washington, beginning at 7:00 p.m., PST, April 19, 2010.
The purpose of the public meeting is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG), and receive comments on proposed activities, particularly from low- and moderate-income persons and persons residing in the Town of Farmington area.
Up to $35,000 may be available to the Town of Farmington to fund a planning project that principally benefits low- and moderate-income persons.
The draft application for the Farmington SWSMP Update proposal will be available for review at the Farmington Town Clerk's Office.

NOTICE OF APPLICATION TO CONSTRUCT AN AIR POLLUTION SOURCE
The State of Washington Department of Ecology (Ecology) has received an application to construct and operate an air pollution source in St. John, WA. The application was submitted by Primeland Cooperatives, Inc. for their bulk gasoline and diesel fuel facility located in the town of St. John. The legal description of the location is lots 6,7,8, 9 and 10, Block 2, St. John, according to the plat thereof recorded in Book B of Plats, Page 25, Records of Whitman County, Washington. The fuel facility is located at 102 East Front Street, St. John, Washington, in Whitman County.
After review of the completed Notice of Construction application and other information on file with the agency, Ecology has made a preliminary determination that this proposal will conform to all requirements as specified in Ch. 173-400 WAC and Ch 173-460 WAC. Copies of the Preliminary Determination and other pertinent information are available for public review at Ecology, 4601 N.
