NOTICE OF INTENT TO ISSUE AN ADMINISTRATIVE USE PERMIT

The public is notified of intent to issue an Administrative Use Permit to Avista Utilities in order to expand their onsite storage. As an existing business in the North-Pullman/Moscow Corridor District (N-PMC) this permit can be issued administratively pursuant to 19.15.025(6) of the N-PMC zoning code.

Avista is acquiring 0.95 acre of property currently owned by WSDOT to the east of Avista’s current outdoor storage area. Avista is proposing to prepare the surface for parking and storage. The site is located in the North-Pullman/Moscow Corridor District on SR 270 just to the east of Prairie Bloom Nursery, in Section 3, Township 14 N., Range 45 E., W.M., Whitman County, Washington.

Interested persons may submit written comments regarding the proposed zoning action to the County Planning Office, P.O. Box 430, Colfax, WA 99111-0430, (fax) 509-397-6210, before 4:00 PM on Thursday, May 13, 2010. People who submit comments must state a reason or reasons why Whitman County should not administratively approve this application.

PUBLIC NOTICE: CONDITIONAL USE HEARING

The public is being notified of an appeal hearing for an Administrative Use Permit issued to DeAtley Crushing Company before the Whitman County Board of Adjustment on Thursday, May 13, 2010 at 7:00 PM in the Public Service Building, 1st Floor, Auditorium, N. 310 Main Street, Colfax, Washington. In December 2009, the applicant was issued an extension to a 1999 Conditional Use permit to allow for surface mining and rock crushing at the Entel Quarry site, as may be allowed in the Agricultural District, Section 19.10.090 (j). Several adjacent landowners have requested a public hearing to appeal the administrative use decision.

The surface mining and rock crushing project is located within the NW 1/4 of the SE 1/4 of Section 20, Township 13 N, Range 45 EWM, Whitman County, Washington. The site is located west of and adjacent to SR 195 about 1/2 mile south of the N. Meyer Road (C. R. No. 9260) and SR 195 intersection. It is about 2.5 miles northwest of Colton.

Interested persons may submit written comments regarding this proposed zoning action to Whitman County Planning, PO Box 430, Colfax, WA 99111-0430, before 4:00 PM on Thursday, May 13, 2010 or attend the hearing. 2010 Critical Areas Ordinance Revisions

Notice of Action and Likely SEPA Threshold Determination

Notice is hereby given that the LaCrosse has prepared draft amendments to the Critical Areas Ordinance. An Environmental Checklist for this non-project action has been prepared in accordance with the provisions of the Washington State Environmental Policy Act. A copy of the proposed amendments and the SEPA Checklist is available for review at the LaCrosse City Hall, LaCrosse, WA 99143 during regular business hours.

It is anticipated that the City will issue a Determination of Non-Significance for this non-project action. As a result, a single integrated public review and comment period is being provided to receive comments on the draft Critical Areas Ordinance and the likely SEPA Threshold Determination in accordance with the Optional DNS process outlined in WAC 197-11-355. This may be the last opportunity to comment on the environmental impacts of these proposed non-project actions. Mitigation measures may be included under applicable codes regardless of whether an EIS is prepared.

Written comments on the proposed revisions to the draft Critical Areas Ordinance and/or likely SEPA Threshold Determination must be received at the LaCrosse City Hall, P.O. Box 228, LaCrosse, WA 99143 no later than Thursday, May 6, 2010 at 4:30 PM. In addition, written or oral comments may be submitted at the scheduled public hearing of the LaCrosse City Council. The LaCrosse City Council will be conducting a final public hearing of adoption on Thursday, May 13, 2010 at 7 p.m. at the LaCrosse City Hall.
