NOTICE IS HEREBY GIVEN that the Whitman County Board of Commissioners will conduct a public hearing on Monday, May 17, 2010, at 10:15 a.m. in the Commissioners’ Chambers, Courthouse, Colfax, Washington, for the purpose of receiving public comments associated with a proposed revision to Whitman County Code 2.32, County Office Business Hours. Any interested individuals may attend said hearing and speak for or against the proposed revision.
Arrangements will be made to accommodate questions and provide responses to non-English speaking residents. Upon receiving 24 hours’ advance notice, the County will make arrangements to reasonably accommodate the needs of special groups of citizens, including those who are physically disabled or otherwise impaired. FAIR HOUSING
Let it be known to all persons OF THE County of Whitman that discrimination in the sale, rental, leasing, financing of housing or land to be used for construction of housing, or in the provision of brokerage services because of race, color, religion, sex, national origin, handicapped or familial status, is prohibited by the Federal Fair Housing Act. It is the policy of the County of Whitman to ensure equal opportunity in housing for all persons regardless of face, color, religion, sex, national origin, handicapped or familial status. Therefore, the County does hereby pass the following resolution:
BE IT RESOLVED that within available resources, the County will assist all persons who feel they have been discriminated against because of race, color, religion, sex, national origin, handicapped or familial status to seek equity under federal and state laws by filing a complaint with the Washington Human Rights Commission or the U.S. Department of Housing and Urban Development, Seattle Regional Office Compliance Division.
BE IT FURTHER RESOLVED that the County shall publicize this resolution and through this publicity shall cause owners of real estate, developers and builders, to become aware of their respective responsibilities and rights under the Federal Fair Housing Law and any applicable state or local laws or ordinances.
SAID PROGRAM will, at a minimum, include, but not be limited to: (1) the printing and publicizing of this policy and other applicable fair housing information through local media and community contacts; (2) distribution of posters, flyers and any other means which will bring the attention of those affected, the knowledge of their respective responsibilities and rights concerning equal opportunity in housing.
EFFECTIVE DATE: This resolution shall take effect MAY 3, 2010.

AN ORDINANCE THEREBY INCREASING THE PENALTY FOR A DOG PUBLIC NUISANCE.
Section 1. The Garfield Municipal Code §08.02.081 and those portions of Ordinance No. 246N are amended thereby setting the penalty for dog public nuisance violation for the 1st offense at $50, 2nd offense at $100 and 3rd offense at $200.
This ordinance was passed on April 28, 2010, and will be in effect five days after publication of this summary. Engineering and Land Surveying Services
The City of Tekoa, Washington (pursuant to Chapter 61, Laws of 1981) is inviting statements of qualifications and performance information from individuals or firms interested in providing professional engineering and land surveying services for the 2010 calendar year in conjunction with sponsored projects. Potential prospects requiring engineering services include airfield, sewer, water, and street planning (including WSDOT, TIB, CDBG, USDA RD and PWTF projects), design and construction management, contract administration on-call consulting, and grant applications.
This is a second request for qualifications for engineering services for 2010. Those firms that submitted qualifications in response to the previous advertisement need not resubmit to be considered. Firms that did not previously submit statements are encouraged to submit.
Qualification and performance statements will be reviewed, placed on file for the 2010 calendar year, and will be used as the source from which to select one or more qualified firms from whom a detailed proposal will be requested for any specific project. Those firms who have statements on file for the 2009 calendar year should only respond with a request for their statement to be renewed for 2010 along with any pertinent amendments to their statement.
Minority- and women-owned firms are encouraged to submit statements of qualifications.

2010 Critical Areas Ordinance Revisions
Notice of Action and Likely SEPA Threshold Determination
Notice is hereby given that the LaCrosse has prepared draft amendments to the Critical Areas Ordinance. An Environmental Checklist for this non-project action has been prepared in accordance with the provisions of the Washington State Environmental Policy Act. A copy of the proposed amendments and the SEPA Checklist is available for review at the LaCrosse City Hall, LaCrosse, WA 99143 during regular business hours.
It is anticipated that the City will issue a Determination of Non-Significance for this non-project action. As a result, a single integrated public review and comment period is being provided to receive comments on the draft Critical Areas Ordinance and the likely SEPA Threshold Determination in accordance with the Optional DNS process outlined in WAC 197-11-355. This may be the last opportunity to comment on the environmental impacts of these proposed non-project actions. Mitigation measures may be included under applicable codes regardless of whether an EIS is prepared.
Written comments on the proposed revisions to the draft Critical Areas Ordinance and/or likely SEPA Threshold Determination must be received at the LaCrosse City Hall, P.O. Box 228, LaCrosse, WA 99143 no later than Thursday, May 6, 2010 at 4:30 PM. In addition, written or oral comments may be submitted at the scheduled public hearing of the LaCrosse City Council. The LaCrosse City Council will be conducting a final public hearing of adoption on Thursday, May 13, 2010 at 7 p.m. at the LaCrosse City Hall.

II. No action commenced by the Beneficiary of the Deed of Trust is now pending to seek satisfaction of the Obligation in any Court by reason of the Grantor’s or Borrower’s default on the Obligation.

The sum owing on the Obligation is: Principal Balance of $55,261.58, together with interest as provided in the note or other instrument evidencing the Obligation from 06/01/09, and such other costs and fees as are due under the Obligation, and as are provided by statute.
V. The Property will be sold to satisfy the expense of sale and the Obligation as provided by statute.
The sale will be made without representation or warranty, express or implied regarding title, possession, encumbrances or condition of the Property on June 4, 2010.
The default(s) referred to in paragraph III, together with any subsequent payments, late charges, advances costs and fees thereafter due, must be cured by 05/24/10 (11 days before the sale date), to cause a discontinuance of the sale.
The sale will be discontinued and terminated if at any time before the close of the Trustee’s business on 05/24/10 (11 days before the sale date), the default(s) as set forth in paragraph III, together with any subsequent payments, late charges, advances, costs and fees thereafter due, is/are cured and the Trustee’s fees and costs are paid.
The sale may be terminated any time after 05/24/10 (11 days before the sale date), and before the sale by the Borrower, Grantor, any Guarantor or the holder of any recorded junior lien or encumbrance paying the entire balance of principal and interest secured by the Deed of Trust, plus costs, fees, and advances, if any made pursuant to the terms of the obligation and/or Deed of Trust.

VII. The Trustee, whose name and address are set forth below, will provide in writing to anyone requesting it a statement of all foreclosure costs and trustee’s fees due at any time prior to the sale.
VIII. The effect of the sale will be to deprive the Grantor and all those who hold by, through or under the Grantor of all their right, title and interest in the Property.
IX. Anyone having any objection to the sale on any grounds whatsoever will be afforded an opportunity to be heard as to those objections if they bring a lawsuit to restrain the sale pursuant to RCW 61.24.130.
Failure to bring such a lawsuit may result in a waiver of any proper grounds for invalidating the Trustee’s sale.
X. NOTICE TO OCCUPANTS OR TENANTS - The purchaser at the Trustee’s Sale is entitled to possession of the property on the 20th day following the sale, as against the Grantor under the Deed of Trust (the owner) and anyone having an interest junior to the deed of trust, including occupants who are not tenants.
After the 20th day following the sale the purchaser has the right to evict occupants who are not tenants by summary proceedings under Chapter 59.12 RCW. For tenant-occupied property, the purchaser shall provide a tenant with written notice in accordance with RCW 61.24.060.
