Whitman County, Washington is soliciting vendors and contractors for placement on the following lists:

Whitman County maintains current rosters of vendors and contractors from which proposals will be requested for the purchase of Materials, Equipment, Supplies or Services for various small works projects.
In accordance with RCW Chapter 39.80, Whitman County invites letters of interest from consultants wishing to be placed on the Professional Services Roster. For any particular work, consultants to be considered will be selected from the Professional Services Roster or from responses to advertisements for consultants for that particular work. Contracts will be negotiated in accordance with RCW 39.80 and Whitman County’s selection procedures.
Whitman County in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat.
252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises ad defined at 49 CRF Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
Cities, towns and districts within Whitman County who have entered into an interlocal agreement with the County may choose to select materials, equipment, supplies or services from these lists.

Sealed bids will be received on the following proposal by the Board of County Commissioners of Whitman County, State of Washington, at its office in the Whitman County Courthouse in Colfax, Washington, until 2:00 p.m. Pacific Time, on January 31, 2011 at which time they will be opened and publicly read. PUBLIC HEARING NOTICE
NOTICE IS HEREBY GIVEN that a public hearing will be held by the LaCrosse Town Council at the Town Hall, 107 S. Main, LaCrosse, Washington, beginning at 7:00 p.m., PST, January 13, 2011.
The purpose of the public meeting is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG), and receive comments on proposed activities, particularly from low- and moderate-income persons and persons residing in the Town of LaCrosse area.
Up to $1.5 million may be available to the Town of LaCrosse on a statewide competitive basis to fund public facility, community facility, economic development, housing rehabilitation, and planning projects that principally benefit low- and moderate-income persons.
The draft application for the LaCrosse Wastewater Improvements proposal will be available for review January 6, 2011 during normal business hours at the LaCrosse Town Clerk’s Office. ARCHITECTURAL/ENGINEERING
The Port of Whitman County is generally announcing to the public its projected requirements for professional services for 2011.
The Port anticipates a continuing need for architectural and engineering services related to small and mid-sized projects including but not limited to: park enhancements and/or expansions, industrial park development, building design, site upgrades, etc. The Port may also have need of other consulting services from time to time.
Architectural/Engineering firms interested in providing services to the Port of Whitman County are requested to send a brief statement of qualifications. Firms who have qualifications on file at the port are not required to resubmit. It is the firms’ responsibility to verify whether or not their qualifications are on file. The Port reserves the right to discard qualifications which have not been updated within three years.

ORDINANCE NO. 551
AN ORDINANCE OF THE TOWN OF Rosalia, WASHINGTON, adopting Rosalia Municipal Code §10,24.015, thereby prohibiting the parking of motor vehicles and other conveyances in such a manner that they block driveways or access roads to residences.
BE IT HEREBY ORDAINED by the Council of the Town of Rosalia as follows:
Section 1 There is hereby adopted as Rosalia Municipal Code §10.24.015 the following:
"10.24.015 - Obstructing driveways and access roads. It shall be unlawful for any person to park a motor vehicle, trailer, or other wheeled conveyance in such a manner as to obstruct or partially obstruct any established driveway or road providing access to a residence or residential property. For the purposes of this section, an "established driveway or road- shall mean a driveway or road used by a property owner to access his or her property from a Town street or alley."
Section 2. This ordinance shall be in full force and effect five days after it or a summary thereof, is published in the official newspaper of the Town of Rosalia as required by law.

Town of St. John, Washington, (Owner), invites bids for the construction of the Well No. 5 and Other Well Improvements Project. The work includes the drilling, casing, developing, and testing of, and other miscellaneous work associated with a new basalt potable water well. Total depth of the well is anticipated to be from 500 to 550 feet, with approximately 55 feet of 16-inch diameter casing, 250 feet of 12-inch diameter casing, and from 200 to 245 feet of 10-inch diameter liner. The work also includes Additive Alternate No. 1 which is the decommissioning of the Owner’s Well No. 3.
Sealed bids for the described project will be received by Ms. Linda Hayes, Clerk/Treasurer at City Hall, East 1 Front Street, St. John, Washington 99171-0298, until 3:00 p.m., local time, January 19, 2011, and then publicly opened and read aloud.
The Contractor is subject to all requirements related to Washington Prevailing Wage Rates for Public Works Projects, EEO, and Washington State Contracting Laws, and other applicable Federal, State, and local requirements. This project is being funded in part by USDA Rural Development.
