Sealed bids will be received on the following proposal by the Board of County Commissioners of Whitman County, State of Washington, at its office in the Whitman County Courthouse in Colfax, Washington, until 2:00 p.m. Pacific Time, on April 7, 2011 at which time they will be opened and publicly read in the Public Service Building, Conference Room A. Handicap access is available at the Mill Street entrance.
Each bid is to be separately sealed in an envelope addressed to the Board of County Commissioners with the name of the bidder and item bid, including time and date of opening written plainly on the outside of the envelope. (NO FAXES ACCEPTED.)
The Board of County Commissioners reserves the right to reject any or all bids or to accept the bid which in its estimation best serves the interests of Whitman County.

This contract provides for 2011 liquid asphalt as described in the specifications.

NOTICE OF FINAL ENVIRONMENTAL IMPACT STATEMENT (FEIS)
Applicant: Palouse Wind, LLC. Attn: Benjamin Fairbanks, 1001 SW 5th Ave., Suite 1100, Portland, OR 97204 and Irina Makarow, 1001 SW 5th Ave., Suite 1100, Portland, OR 97204
Proposal: The Applicant proposes to construct and operate up to 65 wind turbines in Whitman County. Each turbine will have a generating capacity of approximately 1.5 to 3.0 MW. The Applicant has requested a conditional use permit from Whitman County. Additional information is on file with the Whitman County Planning Department, at the address below.
Location: The Proposed Action is a commercial wind energy generating facility located in Whitman County in southeastern Washington, approximately 3 miles west of Oakesdale. The Proposed Action would be developed on approximately 9,000 acres of leased privately owned Agricultural District zoned land, nearly all of which is actively farmed and in wheat production.
Notice of Availability: A Final Environmental Impact Statement (FEIS) is issued for the Palouse Wind Project.

Steptoe Sewer District has applied for renewal of its State Waste Discharge Permit (SWDP) in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-216 Washington Administrative Code (WAC).
Steptoe Sewer District presently owns and operates a municipal treatment facility that discharges wastewater to two earthen lined lagoons which are designed for an average monthly flow of 30,300 gallons per day. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.

PUBLIC NOTICE
The Town of St. John, P. O. Box 298, St. John, WA 99171, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit.
The proposed project, Water System Reconstruction Improvements, is located within Main, Park Ave, Railroad Ave, Nob Hill, Loomis Ave, State, Lawrence Ave, Front, Brights, Short, Union Pacific Right of Way, and the Washington State Department of Transportation Right of Way, in St. John, Whitman County.
This project involves 3 acres of soil disturbance for Water System Reconstruction activities.
Stormwater will be discharged into Pleasant Valley Creek.
Any persons desiring to present their views to the Washington State Department of Ecology regarding this application, or interested in Ecology’s action on this application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II antidegradation requirements under WAC 173-201A-320.
