NOTICE OF A CONDITIONAL USE HEARING

NOTICE IS HEREBY GIVEN that the Whitman County Hearing Examiner will conduct an Open Record Hearing on the Conditional Use Permit Application for the Palouse Wind commercial wind generation facility on Monday, May 9, 2011, beginning at 6:00 PM in the Community Education and Training Center (CETC) building, 123 N. Main Street, Colfax, WA 99111-0430. If the Open Record Public Hearing is not concluded in one day, a second hearing date has been reserved on Tuesday, May 10, 2011, beginning at 9.00 AM at the same location stated above.
The applicant is requesting a Conditional Use Permit to develop, construct and operate a wind energy facility consisting of up to 65 wind turbines and associated facilities such as, but not limited to, overhead transmission lines, substations, roads, an operations and maintenance facility, etc., on approximately 9,000 acres of leased, privately owned Agricultural District land. The project site is located approximately three miles west of Oakesdale in multiple sections of land in Township 19 N., Range 43 E.,W.M. and Range 44 E., W.M., Whitman County, Washington.
Interested persons may submit written comments regarding this Conditional Use Permit Application to the Whitman County Planning Office, by mail to P.O. Box 430, Colfax, WA 99111-0430, by fax to 509-397-6210, or in person to the Whitman County Public Works Department, Planning Division, 310 N. Main, 2nd Floor, Colfax, WA 99111-0430 no later than 5:00 PM on Friday, May 6, 2011. Written and oral comments may also be submitted at the public hearing. All comments will be part of the project record.
The Planning Department staff report containing proposed project conditions will be available for review on Friday, May 6, 2011 at the Whitman County Public Works Office, 310 N. Main, 2nd Floor, Colfax, WA 99111 between the hours of 8 AM and 5 PM. The staff report will also be posted on the County’s website at http://www.whitmancounty.org/page.aspx?pn=Planning+Division. Additional information, including the Final Environmental Impact Statement and application materials are on file with the Whitman County Public Works Office and are also available on the County’s website.
The public hearing(s) is located in a facility that is accessible to persons with disabilities. Special accommodations for persons with disabilities will be available, upon request to the Public Works Department, five (5) days prior to the public hearing. Sealed proposals for this project will be received by the Board of County Commissioners of Whitman County, State of Washington, at its office in the Whitman County Courthouse in Colfax, Washington, until 11:00 a.m.
Pacific Daylight Savings Time, on Monday, May 16, 2011, at which time all bids will be opened and publicly read.
Each proposal shall be separately sealed in an envelope addressed to the Whitman County Board of County Commissioners with the name of the bidder and the project name written plainly on the outside of the envelope.

The Port of Whitman County is seeking proposals for project management services for the construction of fiber optic system traversing both rural and urban environments in Spokane County, Whitman County and Asotin County.
1. Construction Management:
a. Interpret RUS/CHR515, or 773 Outside Plant Contract, and Plans & Specifications.
b. Interpret Contract documents for Contractor(s) as may be necessary to assist with compliance with the terms of the construction contract, including the plans & specifications. Coordinate with the engineering consultant’s OSP Project Manager and Owner the issuance of any messages that may change the terms of the contract, or other changes that may affect costs or performance.
c. Prepare weekly progress reports and other reports for construction, cumulative inventory of construction, review and recommend acceptance of the contractors monthly invoicing and recommend acceptance of contractor’s estimates or additional unit pricing.
d. Coordinate construction activities with the contractor and owner for changes – including Right-of-Way, re-routes, additions, deletions, etc. Prepare written documentation of such changes by electronic means, i.e. email, and or email/word doc attachments, etc, when applicable.
e. Review corrections/construction drawing ‘red lines’, cable schematics, maps, and inventoried units. Keep corrections of these documents current.
f. Observe the manner and incorporation of materials, equipment, and workmanship by contractors. Contractor’s responsibilities are in accordance with the Contract and plans & specifications.
g. Maintain a project log and document work progress on a daily basis. The project log may be in tablet or soft copy format.
h. Prepare written document of all events, discussions, etc that affect the project.
i. Perform or participate in all cable testing and recording results.
Lead field representative for owner, teaming with engineering consultant’s OSP Project Manager at the field level.
Provides direction and help to Inspectors.
Print and review plans and specification requirements, RUS Standards for buried and aerial plant construction and in affected areas, the archeological treatment plans, and Best Management Practices for construction to comply with the Environmental Assessment.
Conduct periodic safety sessions for all subcontractor employees.
Captures construction data to provide to engineering consultant’s OSP PM for daily and or weekly reports.
Document conversations with Contractor and owner and email to other project team members as needed.
QC Inspectors’ daily reports on a nightly basis and coordinate any changes with Inspectors. Sums reporting on a weekly basis and reports to engineering consultant’s OSP PM.
Inspect construction materials, material handling procedures, and equipment prior to construction, reject defective materials and equipment, and correct improper handling procedures.
Identify any required specialize professionals required by the project and communicate to engineering consultant’s OSP PM.
Coordinates with consultant’s right-of-way staff on permitting items.
Coordinate with joint use entities, report changes to team members and owner.
As required by contract documents, test constructed facilities for fiber armor continuity, splice loss, end to end attenuation and provide report to engineering consultant’s OSP PM
Conduct final inspection rides with contractor and owner.
Obtain copies of permits / franchises for the route from consultant’s right-of-way staff.
If more than one Inspector per route, inspector is assigned to a crew(s), based on their individual expertise. Many items affect where a contractor works during the week (locates, materials, changes waiting for owners response, permitting, municipalities).
Maintain, inspect and insure QC permitting requirements are adhered to on the job site.
Ability to use internet for email communication, etc.
Ability to use Microsoft Word and Excel – does not need expert level knowledge but should be able to do basics or have ability to learn.
Interested parties must submit qualifications as well as a proposal outlining the cost of fulfilling the contract based upon the scope of work. The final contract will be established by negotiation. Submittals must be in written form, no faxed or e-mailed proposals will be accepted. Late submittals will not be accepted.
