NOTICE OF DETERMINATION OF NONSIGNIFICANCE (DNS) AND A PLANNING COMMISSION PUBLIC HEARING
Whitman County Planning issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:
Whitman County proposes amendments to its Zoning Ordinances, Chapter 19.10, Agricultural District, Chapter 19.15 North-Pullman-Moscow Corridor District (N-PMC) and Chapter 19.16 South-Pullman-Moscow Corridor District (S-PMC). The proposed changes will clarify that the size restriction to signs in the N-PMC and S-PMC Districts also apply to freestanding signs and new language will grant the Planning Director latitude in approving sign requirements for potential shopping centers and industrial parks. The change to the Agricultural District will lift a 50-foot height restriction to non-residential buildings such as agricultural grain bins and elevators.
After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.
A public hearing will be held by the Whitman County Planning Commission on July 6, 2011, in the Auditorium, first floor of the Whitman County Public Service Building, at 7:00 PM.

The Whitman County Planning Office issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Acts Rules (Chapter 197-11 WAC) for the following project:
Puget Sound Energy (PSE) is proposing to construct a 150 foot communications tower and a communications equipment cabinet. A propane fired generator will also be on site. The location for the tower is approximately five miles south of Hay on Ridpath Road, in the NW _ of the SW _ of Section 14, Township 13 N., Range 39 E., W. M., Whitman County, Washington.
After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.
This project will also be considered for an administrative use permit as per Chapter 19.58.050(1). Interested persons may submit written comments regarding the proposed zoning action and written and signed environmentally-focused comments on the DNS to the County Planning Office, P. O. Palouse Wind, LLC, 1001 SW 5th Ave, Suite 1100, Portland, OR, 97204, is seeking coverage under the Washington State Department of Ecology's Construction Stormwater NPDES and State Waste Discharge General Permit.
The proposed project, Thornton Substation is located at the NW Corner of the intersection of Stoneham Road and The Avista Corp. 230 kV Benewah- Shawnee transmission line in Whitman County.
This project involves 2.5 acres of soil disturbance for substation construction activities.
Stormwater will be discharged either to ground or into a roadside ditch north of Stoneham Road, draining to an unnamed tributary to Cache Creek.

inside the main lobby of the Whitman County Courthouse, North 404 Main Street in the City of Colfax, State of Washington, the undersigned Trustee (subject to any conditions imposed by the Trustee) will sell at public auction to the highest and best bidder, payable at time of sale, the following described real property “Property”, situated in the County(ies) of Whitman, State of Washington: Lot 7 and 8, Block 53, Town of Colfax, according to the plat thereof, recorded in Book A of plats, page 16, records of Whitman County, Washington Commonly known as: 912 South Main Street Colfax, WA 99111 which is subject to that certain Deed of Trust dated 12/01/06, recorded on 12/04/06, under Auditor’s File No. 675703, records of Whitman County, Washington, from Seth T. Erickson and Jessica R. Erickson, husband and wife, as Grantor, to First American Title Company, as Trustee, to secure an obligation “Obligation” in favor of Mortgage Electronic Registration Systems, Inc., “MERS” solely as nominee for CitiMortgage, Inc., its successors and assigns, as Beneficiary, the beneficial interest in which was assigned by Mortgage Electronic Registration Systems, Inc., “MERS” solely as nominee for CitiMortgage, Inc., its successors and assigns to CitiMortgage, Inc., under an Assignment/Successive Assignments recorded under Auditor’s File No. 703761.

The sum owing on the Obligation is: Principal Balance of $174,853.75, together with interest as provided in the note or other instrument evidencing the Obligation from 09/01/10, and such other costs and fees as are due under the Obligation, and as are provided by statute.
V. The Property will be sold to satisfy the expense of sale and the Obligation as provided by statute.
The sale will be made without representation or warranty, express or implied regarding title, possession, encumbrances or condition of the Property on July 8, 2011.
The default(s) referred to in paragraph III, together with any subsequent payments, late charges, advances costs and fees thereafter due, must be cured by 06/27/11 (11 days before the sale date), to cause a discontinuance of the sale.
The sale will be discontinued and terminated if at any time before the close of the Trustee’s business on 06/27/11 (11 days before the sale date), the default(s) as set forth in paragraph III, together with any subsequent payments, late charges, advances, costs and fees thereafter due, is/are cured and the Trustee’s fees and costs are paid.
The sale may be terminated any time after 06/27/11 (11 days before the sale date), and before the sale by the Borrower, Grantor, any Guarantor or the holder of any recorded junior lien or encumbrance paying the entire balance of principal and interest secured by the Deed of Trust, plus costs, fees, and advances, if any made pursuant to the terms of the obligation and/or Deed of Trust.
VI. A written notice of default was transmitted by the Beneficiary or Trustee to the Borrower and Grantor at the following address(es): NAME AND ADDRESS Seth T. Erickson 912 South Main Street Colfax, WA 99111 Jessica R. Erickson 912 South Main Street Colfax, WA 99111 by both first class and either certified mail, return receipt requested on 02/25/11, proof of which is in the possession of the Trustee; and on 02/25/11 Grantor and Borrower were personally served with said written notice of default or the written notice of default was posted on a conspicuous place on the real property described in paragraph I above, and the Trustee has possession of proof of such service or posting.
VII. The Trustee, whose name and address are set forth below, will provide in writing to anyone requesting it a statement of all foreclosure costs and trustee’s fees due at any time prior to the sale.
VIII. The effect of the sale will be to deprive the Grantor and all those who hold by, through or under the Grantor of all their right, title and interest in the Property.
IX. Anyone having any objection to the sale on any grounds whatsoever will be afforded an opportunity to be heard as to those objections if they bring a lawsuit to restrain the sale pursuant to RCW 61.24.130.
Failure to bring such a lawsuit may result in a waiver of any proper grounds for invalidating the Trustee’s sale.
X. NOTICE TO OCCUPANTS OR TENANTS - The purchaser at the Trustee’s Sale is entitled to possession of the property on the 20th day following the sale, as against the Grantor under the Deed of Trust (the owner) and anyone having an interest junior to the deed of trust, including occupants who are not tenants.
After the 20th day following the sale the purchaser has the right to evict occupants who are not tenants by summary proceedings under Chapter 59.12 RCW. For tenant-occupied property, the purchaser shall provide a tenant with written notice in accordance with RCW 61.24.060.
