Sealed proposals for this project will be received by the Board of County Commissioners of Whitman County, State of Washington, at its office in the Whitman County Courthouse in Colfax, Washington, until 11:00 a.m. Pacific Daylight Savings Time, on Monday, August 8, 2011, at which time all bids will be opened and publicly read.
Each proposal shall be separately sealed in an envelope addressed to the Whitman County Board of County Commissioners with the name of the bidder and the project name written plainly on the outside of the envelope. (NO FACSIMILES ACCEPTED)

This contract provides for the replacement of Neel Bridge with a 32 foot wide, 65 foot long prestressed precast concrete void deck bridge. The work will consist of removing the existing structure, placing footings, abutments, deck, guardrail and grading, draining, embankment and surfacing of the bridge approaches, all in accordance with the Contract Plans and Provisions and the Standard Specifications.

NOI Public Notice
Palouse Wind LLC, 1001 SW 5th Ave, Suite 1100, Portland, OR, 97204 is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit.
The proposed project, Palouse Wind, is located in Whitman County, WA (between Rosalia and Steptoe Butte and between Thornton and Oakesdale) at Naff Ridge on various parcels in Sections 2, 3, 5, 8, 9, 10, 11, 12, 13, 14 and 24, Township 19N, Range 43E and Sections 17, 18, 19 and 20, Township 19N Range 44E; and at Steamshovel Hill on various parcels in Sections 25, 26, 35 and 36, Township 19N, Range 43 E and Sections 19, 20, 29, 30, 31 and 32, Township 19N, Range 44E.
This project involves a total of 355 acres of soil disturbance for wind farm construction activities.
Stormwater will be discharged either to ground or into natural drainages that drain to Cache Creek, Trestle Creek, Thorn Creek and McCoy Creek.
Any persons desiring to present their views to the Washington State Department of Ecology regarding this application, or interested in Ecology’s action on this application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II antidegradation requirements under WAC 173-201A-320.

ORDINANCE NO. 334X
AN ORDINANCE ANNEXING THE PROPERTY DESCRIBED
HEREIN TO THE TOWN OF ST. JOHN
WHEREAS, a petition has been filed with the Town of St. John seeking the annexation of the real property hereinafter described; and
WHEREAS, prior to the presentation of the petition to the Town, the proponents met with the town council to receive instructions for drafting the petition for annexation; and
WHEREAS, the instructions given by the town council for drafting the petition for annexation were as follows:
INSTRUCTIONS:
Instructions are that the Town is favorably disposed toward accepting the proposed
annexation but that the Town shall require the assumption of a proportionate share of
all existing Town indebtedness by the area to be annexed.
The Mayor is hereby appointed the responsible official to review any and all
Environmental checklists submitted by the proponent and to make a determination of
Significance or non-significance, insofar as environmental matters is concerned.”

WHEREAS, the petition was drafted in accordance with said instructions; and
WHEREAS, upon the presentation of the said petition, the town council set the 11th
day of July, at 6:30 p.m. at the council chambers of the Town Hall of the Town of St. John as the time and place for holding a public hearing on said petition; and,
WHEREAS, notice of said hearing was published in the legal newspaper of the Town of St. John on 6-30-11 & 7-7-11, 2011 and a notice of said hearing was posted in 3 public places within the territory proposed for annexation on 6-28-11, 2011; and
WHEREAS, the council has considered the statements made at the public hearing on said annexation held at the time and place designated in said Notice of Hearing; the council having determined that it is in the best interests of the Town of St. John to annex the real property herein described; and
WHEREAS, the property proposed for annexation contains approximately 17 acres and is less that $800,000.00 in assessed valuation. Thus, the review procedures set forth in RCW 35.13.171 shall be dispensed with.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF ST. JOHN AS FOLLOWS:
