NOTICE OF A DETERMINATION OF NONSIGNIFICANCE (DNS) AND A CONDITIONAL USE HEARING
The Whitman County Planning Office issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:
Motley & Motley proposes to install a permanent asphalt batch plant at the Aitley Quarry in addition to the existing mining and rock crushing operation on a 34 acre parcel at the intersection of SR 270 and Sunshine Road in the South Pullman-Moscow Corridor District. Avista will replace a 2-inch natural gas line with a 4-inch line to serve the project. The parcel is located in the west _ of section 1, Township 14 N., Range 45 E., W.M., Whitman County, Washington.
After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.
This project will also be considered for a conditional use permit at a County Board of Adjustment public hearing set for Thursday, August 25, 2011 at 7:00 PM in the Public Service Building, 1st floor auditorium, N. 310 Main St., Colfax, Washington. Persons requiring ADA accommodation should advise us of that need in advance.

PUBLIC NOTICE OF INTENT-
DOE CONSTRUCTION STORMWATER NPDES & STATE WASTE DISCHARGE GENERAL PERMIT
Port of Whitman County, 302 N. Mill Street, Colfax, Washington 99111 is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit.
The proposed project, Washington Rural Access Project (WRAP) is located along Spokane County Roads (S. Abbott Road, W. Thorpe Road, S. Spotted Rd, W. Andres Road, S. Scribber Road, W. Jenson Road, S. Gross Road, W. Anderson Road, W. Smythe Road, S. Parker Road, E. Watt Road), along Whitman County Roads (Old State Road 195, Old Moscow Road, Brown Road, Weber Road, Busby Johnson, Johnson Cutoff Road, Stout Road, Pullman-Albion Road, Albion Parvin Road, Shawnee Parvin Road, Parvin Road, and Lanky Road ) and along US Highway 195, State Roads 27, 271, 274 in the cities /towns of Spangle, Rosalia, Oakesdale, Tekoa, Garfield, Palouse, Pullman, Colton, Uniontown, Colfax and Albion in Spokane and Whitman Counties.
This fiber optic will be buried within pre-disturbed public right-of-way.
A portion of the route from SR 27 west along Pullman Albion Road through Albion and Albion Parvin Road will be buried in a joint trench with Avista Utilities and inside City of Pullman.
This project involves approximately 11 acres of soil disturbance for underground fiber optic utility construction activities, which include installation of 144 count fiber optic and handholes.
(List all construction activities, for example, residential, commercial, industrial, highway, utility).
Stormwater will be not discharged to surface water bodies. Any stormwater and/or groundwater will be pumped and transported from the project site and disposed of per Washington State Department of Ecology requirements.
Any persons desiring to present their views to the Washington State Department of Ecology regarding this application, or interested in Ecology’s action on this application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II antidegradation requirements under WAC 173-201A-320.

After the 20th day following the sale the purchaser has the right to evict occupants who are not tenants by summary proceeding under Chapter 59.12 RCW. For tenant-occupied property, the purchaser shall provide a tenant with written notice in accordance with section 2 of this act.
