NOTICE OF DETERMINATION OF NONSIGNIFICANCE
The Whitman County Planning Office issued a Determination of Non-Significance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project: Whitman County proposes to add churches to the list of allowable uses in Whitman County ordinances, Chapter 19.15 - North Pullman-Moscow Corridor District and Chapter 19.16 - South Pullman-Moscow Corridor District.
After review of a completed environmental checklist and other information on file with us, the Planning Office has determined this proposal will not have a probable significant adverse impact on the environment.
The Whitman County Planning Commission has agreed to take this code amendment proposal directly to the Board of County Commissioners (BOCC).
The BOCC will hold a public hearing on this proposal on December 19, 2011 in the Commissioner's chambers.
Copies of the DNS are available at no charge from the Planning Office, Whitman County Public Service Building (2nd Floor), N. 310 Main St., Colfax, WA 99111.
The public is invited to submit written and signed environmentally focused comments on this DNS no later than 5:00 PM Friday, November 25, 2011, to Alan Thomson, County Planner, P.O. Box 430, Colfax, WA 99111-0430, (fax) 509-397-6210.

Whitman County Public Meeting to Explain the Ruckelshaus Legislation to all County Agricultural Operators and Other Concerned Parties.
The Whitman County Planning Commission is conducting a workshop on the Ruckelshaus legislation and invites the public to attend.
Ruckelshaus concerns agricultural operations and critical areas.
Governor Gregoire signed this into legislation May 16, 2011.
This legislation affects all agricultural operators in the State of Washington.
Ruckelshaus would set up a Voluntary Stewardship Program (VSP) in lieu of addressing agricultural activities in the County’s Critical Area Ordinances.
The County has to decide by January 22, 2012 whether to opt into the VSP or opt out.
This informational meeting will take place on November 16, 2011, at 6.30 p.m.
in the Auditorium of the Whitman County Public Service Building, 310 N. Main Street, in Colfax.
This is an important change to farming practices in Whitman County and all affected landowners are encouraged to attend.
