NOTICE OF A MITIGATED DETERMINATION OF NONSIGNIFICANCE (M-DNS) AND A CONDITIONAL USE HEARING
The Whitman County Planning Office issued a Mitigated Determination of Nonsignificance (M-DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:
Whitman County Public Works proposes several improvements to their solid waste facility involving construction of a new waste transfer building, construction of new site access roads, improvements to existing roads, paving and drainage improvements to the wood waste collection and storage area, a new commercial-only scale, and a z-wall tipping area for clean-green waste collection. The facility is located at 252 Landfill Road in the NE of the NW of Section 28, Township 15 N., Range 44 E., W.M., Whitman County, Washington.
After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.
This project will also be considered for a conditional use permit at a County Board of Adjustment public hearing set for Thursday, April 11, 2013 at 7:00 PM in the Public Service Building, 1st floor auditorium, N. 310 Main St., Colfax, Washington. Persons requiring ADA accommodation should advise us of that need in advance.
Copies of the M-DNS are available at no charge from the Planning Office, Whitman County Public Service Building (2nd Floor), N. 310 Main St., Colfax, WA 99111. The public is invited to submit written and signed environmentally focused comments on this M-DNS no later than 4:00 PM Thursday, March 28, 2013, and before 5:00 PM on Thursday, April 11, 2013 regarding the proposed zoning action to Alan Thomson, County Planner, P.O. NOTICE IS HEREBY GIVEN that the Whitman County Commissioners will conduct a public hearing on Monday, March 18, 2013 at 11:00 a.m. in their Chambers located in the Whitman County Courthouse, 400 N Main Street, Colfax, Washington.
The purpose of the hearing is to receive public comment for proposed revisions to the Whitman County Zoning Ordinance, County Code Title 19.15 North Pullman Moscow Corridor District and 19.16 South Pullman Moscow Corridor District. The proposed revisions include: reducing the minimum parcel size from three (3) acres to two (2) acres; exempting the list of permitted uses from Site Plan Review Committee review; and making scrivener corrections to citations and references.

NOTICE OF PUBLIC HEARING
The Whitman County Commissioners will conduct a public hearing on Monday, March 18, 2013 at 10:30 a.m. in their Chambers, Whitman County Courthouse, Colfax, Washington.
The purpose of the hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG), and to receive comments on proposed activities, particularly from low and moderate income persons residing in the Whitman County area.
Up to $95,209.00 will be available in 2013 to Whitman County and the Community Action Center to fund public service activities that principally benefit low and moderate income persons in Whitman County.
An overview of the proposed public services will be available for review at the Community Action Center, 350 SE Fairmont Road, Pullman, Washington on Monday, March 11, 2013 beginning at 9:00 a.m. or by calling (509) 334-9147. If you are unable to be present at the hearing, you may submit your comments to the Whitman County Commissioners, 400 N Main Street, Colfax, WA 99111 no later than Friday, March 15, 2013. Notice of Intent
The Town of St. John, PO Box 298, St. John, WA 99171, is seeking coverage under the Washington State Department of Ecology’s (DOE) Construction Stormwater NPDES and State Waste Discharge General Permit.
The proposed project, Park Avenue Reconstruction Phase I, is located between Nob Hill Street and Park Avenue Bridge in St. John, Whitman County, WA. This project involves approximately 1.75 acres of soil disturbance for residential roadway reconstruction activities. All stormwater that falls on site will be routed and drain into the existing municipal stormwater system. Best Management Practices will be selected to prevent any sediment laden stormwater runoff from leaving the project area.
Any persons desiring to present their views to DOE regarding this application, or interested in DOE’s action on this application, may notify DOE in writing no later than 30 days of the last date of publication of this notice. DOE reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.
