These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Tekoa (RE).
TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS
On or about April 6th, 2013 the above-named RE will request the Washington State Department of Commerce (Commerce) to release federal funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383) for the following project:

Purpose or Nature of the Project: Replace sewer lines that show a high level of I/I.
Location of Project: Along Hangman Creek within the City of Tekoa and in Crosby and Main Street within the City of Tekoa.

Estimated Cost of the Project: $400,000
FINDING OF NO SIGNIFICANT IMPACT
The City of Tekoa determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL 91-190) is not required. Additionally project information is contained in the Environmental Review Record (ERR) on file at 419 N Washington Street, Tekoa, Washington and is available for examination and copying weekdays between 10:00 AM to 5:00 PM.
PUBLIC COMMENTS ON FINDING OF NO SIGNIFICANT IMPACT
All interested agencies, groups and persons disagreeing with this decision are invited to submit written comments to the RE designated office responsible for receiving and responding comments. Such written comments should be received at P.O. Box 927, Tekoa, WA on or before April 5th, 2013. All comments received by the RE will be considered prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
RELEASE OF GRANT FUNDS
The City of Tekoa certifies to Commerce that John Jaeger in his/her capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Commerce’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the City to use State Community Development Block Grant (CDBG) Funds.
OBJECTION TO RELEASE OF FUNDS
Commerce will accept objections to its release of funds and the RE’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: a) the certification was not executed by the Certifying Officer of the City of Tekoa; b) the RE has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the RE has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by Commerce; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.

Engineering Services
The City of Tekoa, Washington (pursuant to Chapter 61, Laws of 1981) is inviting statements of qualifications and performance information from individuals or firms interested in providing professional engineering services for the 2013 - 2017 calendar year in conjunction with sponsored projects. Potential prospects requiring engineering services include airfield, sewer, water, and street planning (including WSDOT, TIB, CDBG, USDA RD, DOE, PWTF and .09 projects), design and construction management, contract administration on-call consulting, and grant applications.
Qualification and performance statements will be reviewed, placed on file for the 2013 calendar year, and will be used as the source from which to select one or more qualified firms from whom a detailed proposal will be requested for any specific project. Those firms who have statements on file for the 2012 calendar year should only respond with a request for their statement to be renewed for 2013 through 2017 along with any pertinent amendments to their statement.

Community Planning Meetings Notice
A Community Planning meeting is being held to receive comments on plans for addressing significant issues, needs, gaps or obstacles that impact older persons or individuals needing long term care services in Whitman County. Discussions will focus on gathering public input on the safety and protection of vulnerable adults need assessment, senior transportation need assessment, and prioritization of discretionary funds for the 2014 Update to the 2012-2015 Area Plan.

The Town of St. John, PO Box 298, St. John, WA 99171, is seeking coverage under the Washington State Department of Ecology’s (DOE) Construction Stormwater NPDES and State Waste Discharge General Permit.
The proposed project, Park Avenue Reconstruction Phase I, is located between Nob Hill Street and Park Avenue Bridge in St. John, Whitman County, WA. This project involves approximately 1.75 acres of soil disturbance for residential roadway reconstruction activities. All stormwater that falls on site will be routed and drain into the existing municipal stormwater system. Best Management Practices will be selected to prevent any sediment laden stormwater runoff from leaving the project area.
Any persons desiring to present their views to DOE regarding this application, or interested in DOE’s action on this application, may notify DOE in writing no later than 30 days of the last date of publication of this notice. 2013 BUDGET AMENDMENT
AN ORDINANCE OF THE TOWN OF FARMINGTON, WASHINGTON, amending Ordinance No. 220-12 thereby revising the Current Expense Fund, City Street Fund and Water Fund, which were set forth in the 2013 Annual Budget for the Town of Farmington.
THE TOWN COUNCIL OF THE TOWN OF FARMINGTON does ordain as follows:
SECTION 1. Ordinance No 220-12 adopting the "2013 Annual Budget for the Town of Farmington, Washington" is hereby amended to include those particular budget revisions set forth in Section 2, below.
SECTION 2. Estimated resources, including fund balances for each separate fund of the Town of Farmington, and aggregate totals (net of transactions between funds) for such funds combined, for the year 2013 are set forth below and are hereby appropriated for expenditure at the fund level during the year 2013 as set forth below:
