BID FOR OIL AND GREASE

WHITMAN COUNTY

STATE OF WASHINGTON

Sealed bids will be received on the following proposal by the Board of County Commissioners of Whitman County, State of Washington, at its office in the Whitman County Courthouse in Colfax, Washington, until 11:00 a.m. Pacific Time, on February 2nd, 2015 at which time they will be opened and publicly read. Handicap access may be obtained by the Mill Street entrance to the Courthouse.

Each bid is to be separately sealed in an envelope addressed to the Board of County Commissioners with the name of the bidder and item bid, including time and date of opening written plainly on the outside of the envelope. (NO FAXES ACCEPTED.)

The Board of County Commissioners reserves the right to reject any or all bids or to accept the bid which in its estimation best serves the interests of Whitman County.

Detailed bid sheets and specifications may be obtained from the Public Works office, Second Floor, Public Service Building, 310 N. Main Street, Colfax, Washington, (509) 397-4622. Also available on whitmancounty.org.

This contract provides for Oil and Grease as described in the specifications.

TOWN OF ST. JOHN

2015-2016 CONSULTANT

SERVICES

The Town of St John is requesting statements of qualifications (SOQ) from Engineering/Planning firms interested in providing professional services during the calendar years of 2015-2016.

Potential projects include: sewer, water, street, planning, design, and construction, contract administration, on-call consulting and grant applications.

Individuals or firms wishing to be considered for projects during 2015-2016 should submit a statement of qualifications showing their experience in the categories listed, references, and resume of proposed staff to be assigned to these projects, and past performance using MBE/WBE firms.

Three copies of the SOQ must be submitted to the Town of St. John, P.O. Box 298, St. John, WA 99171 no later than 5:00 p.m.

on February 9, 2015.

The Town may elect to interview any or all or select one or more firms from the submittals received. The Town reserves the right to advertise and retain other consultants on individual projects independent of the firm selected from this solicitation.

ORDINANCE NO. 346

AN ORDINANCE OF THE TOWN OF Endicott, WASHINGTON,

thereby designating Umpqua Bank as the location of the Town's checking account for payment of claims and other obligations of the Town.

BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF Endicott AS FOLLOWS:

Section 1. Section 1 of Ordinance No. 333 is hereby amended to read as follows:

"Section 1. Pgyment of claims and obligations of the Town. Pursuant to RCW 35.27.345, payment of claims and obligations of the Town shall be by check. The qualified public depository where upon such checks are to be drawn shall be Umpqua Bank, located at 803 N. Main, Colfax, Washington. The Town officers authorized to sign checks shall be the Clerk-Treasurer, Mayor, and Mayor Pro-tem, with the signatures from two of them being required for each check. Payment of claims and warrants may be made from a single checking account."

Section 2. This ordinance shall be in full force and effect five (5) days after it, or a summary thereof, is published in the Town's official newspaper.

NOTICE OF PUBLIC HEARING

The Washington State Housing Finance Commission (the "Commission") will hold an open public hearing at 10:00 a.m.

on Thursday, February 12, 2015 in the Elliott Bay Room of the Commission's offices located at 1000 Second Avenue, Suite 2800, Seattle, Washington 98104—3601, concerning the proposed issuance by the Commission of its Revenue Bond (Beginning Farmer/Rancher Program) (the "Bond") in the principal amount of not to exceed $517,700. Proceeds of the Bond will be loaned to Benjamin & Catherine Naught to finance a portion of the costs of acquiring approximately 715 acres of agricultural land and related improvements.  The agricultural land is located on the South and North side of Thorn Creek Road starting approximately 3 miles West of Old Thornton Highway and ending approximately 1/20x mile west of Mortimer Road, Northeast of Thornton, WA in unincorporated Whitman County.  All land, property, fixtures, improvements and equipment financed with proceeds of the Bond will be used for farm and agricultural purposes.  The Bond will be issued pursuant to RCW 43.180.290 and the Internal Revenue Code of 1986, as amended (the “Code”).The public is invited to attend the hearing and make written or oral statements concerning the proposed Bond and the project to be financed.

The Whitman Conservation District Board of Supervisors hereby informs the voting public

that the incumbent has been re-elected to the currently open seat by reason of being the only person filing for the position by the filing deadline. There is upcoming term expiration for an Appointed Supervisor position on the Palouse-Rock Lake Conservation District.

Conservation District Board Supervisors are public officials who serve without compensation and set policy and direction for the conservation district. An applicant becomes a municipal officer of the conservation district upon formal appointment by the Conservation Commission. An applicant must be a registered voter in Washington and may be required to own land or operate a farm. Applications must be received by the Washington State Conservation Commission by March 31, 2015.

AN ORDINANCE OF THE TOWN OF GARFIELD, WASHINGTON, adopting Garfield Municipal Code Chapter 12.14,

thereby establishing regulations relating to the discharge of wastes into the Town's

wastewater collection system and treatment facility.

Ordinance No. 445-N was adopted by the Town Council on October 22, 2014. The ordinance adopts Garfield Municipal Code Chapter 12.14, which includes the following sections and subject matter:

12.14.010 - Purpose and policy (to establish minimum requirements for discharges into the municipal sewer system by sewer system users, thereby allowing the Town to comply with applicable State and federal laws relating to publically owned wastewater treatment works).
