ZONE CHANGE HEARING

The Port of Whitman County proposes a zone change from Heavy Industrial to Airport Commercial for 76 acres of property located west of Colfax, WA, bordered by Airport Rd. in Section's 20, 21, Township 16 N., Range 43 E. W.M., Whitman County, Washington.

This zone change would apply to existing and future planned activities. NONSIGNIFICANCE (MDNS) AND INTENT TO ISSUE AN ADMINISTRATIVE USE PERMIT

The Whitman County Planning Office issued a Mitigated Determination of Nonsignificance (MDNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

The Washington State Patrol, (WSP) has requested an administrative use permit for a proposed 120-foot communications tower and related ground equipment. The tower is required for official WSP communications. The site is located in Section 29, Township 18 N., Range 44 E., W.M., Whitman County, Washington, Steptoe Butte State Park. After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

The public is also notified of the intent to issue an administrative use permit for this proposal as per Chapter 19.58.050(A). Interested persons may submit written comments regarding the proposed zoning action and written and signed environmentally-focused comments on the MDNS to the County Planning Office, P. 0. ORDINANCE NO. 372X

AN ORDINANCE ANNEXING A TRACT OF LAND DESCRIBED AS FRONT STREET /

LANCASTER ROAD, COUNTY ROAD NO. 4100 HEREIN TO THE TOWN OF ST. JOHN

WHEREAS, the town council set the 22nd day of June, 2015 at 6:30 p.m. at the council chambers of the Town Hall of the Town of St John as the time and place for holding a public hearing; and,

WHEREAS, notice of said hearing was published in the legal newspaper of the Town of St John on 6-11 & 6-18, 2015 and a notice of said hearing was posted in 3 public places within the territory proposed for annexation on 6-9-15; and

WHEREAS, the council has considered the statements made at the public hearing on said annexation held at the time and place designated in said Notice of Hearing; the council having determined that it is in the best interests of the Town of St John to annex the road herein described; and

WHEREAS, the said tract proposed for annexation contains approximately 0.87 acres. Thus, the review procedures set forth in RCW 35.13.171 shall be dispensed with.

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF ST. JOHN AS FOLLOWS:

NOTICE IS HEREBY GIVEN that the Board of Directors (the “Board”) of Endicott School District No. 308, Whitman and Adams Counties, Washington (the “District”) intends to issue a non-voted limited general obligation bond (the “Bond”) and will hold a public hearing on July 7, 2015, starting at 9:00 AM, or as soon thereafter as possible, in the library at Endicott School, 308 School Drive, Endicott, WA, for the purpose of hearing comments from the public on the proposed issuance of the Bond.

The proposed Bond will be issued as a limited general obligation bond under RCW 28A.530.080; will be in the principal amount of not to exceed $335,000; will be dated its date of delivery to the purchaser thereof; will be issued only in fully registered form; will bear interest at the rate(s) to be determined based on market conditions; will mature within four (4) years of the date of issue; will be subject to prepayment prior to maturity of the Bond; will be issued and sold in such manner, at such time as will be required for the purpose for which the Bond is to be issued; and will include other related terms and conditions, all as deemed necessary and advisable by the Board.

The exact date, form, terms, price, interest rate(s), maturity date, purchaser and repayment schedule of the Bond will be hereafter fixed by resolution of the Board.
