ORDINANCE NO. 232-15

ADOPTION OF THE

2016 OPERATING BUDGET

October 19th, 2015

AN ORDINANCE OF THE TOWN COUNCIL OF THE TOWN OF FARMINGTON, WASHINGTON, ADOPTING THE BUDGET FOR 2016, setting forth appropriations and estimated revenues and adopting, by reference,

the final budget for 2016.

THE TOWN COUNCIL OF THE TOWN OF FARMINGTON DO ORDAIN AS FOLLOWS:

SECTION 1: The Mayor of the Town of Farmington completed and placed on file with the Clerk a preliminary budget, including estimates of revenues and expenditures for operations of the town for the fiscal year beginning January 1st, 2016 and ending December 31st, 2016.

SECTION 2: The Town Council has made such adjustments and changes to said preliminary budget, as it deems necessary or proper at the time.

SECTION 3: The Town advertised and properly held the statutory public hearings on September 21st and October 19th, 2015.

SECTION 4: The proposed budget, as revised, was fixed by the Town Council on October 19th, 2015 and is now on file in the Office of the Clerk, and is hereby adopted by fund, and incorporated herein as set forth, in full, in this ordinance.

SECTION 5: The following is a summary of the totals of estimated revenues and appropriations for each separate fund and the aggregate totals for all funds combined:

The Department of Ecology has reviewed documentation previously submitted in accordance with the State Environmental Policy Act (SEPA) and has determined that for the purposes of this proposal, SEPA requirements have been satisfied.

Lump Sum Bids, with Additive Alternates, may be delivered by mail or by hand on or before 2:00 P.M. PST, Tuesday, November 3rd, 2015. Estimated project cost $350,000 to $400,000.

The Port of Whitman County will accept bid proposals for the construction of a new RV Park that will include; grading site, erosion control & silt fencing, tree removal, 3-septic tanks with pumps & pressurized drain field, water & sewer piping, electrical conduits & cable distribution panels with street lights, paved roads & RV parking for 13 stations and gravel slabs for four future cabins, 2-section new lawn restoration, 2-section irrigation sprinkler system with controls & lawn seeding, fencing, and other minor items.

Additive Alternates are for added paving of two existing RV Stations, and added sprinkler system & lawn seeding of second half of site, and at existing RV Park.

Subject to the final approval of the on-site wastewater treatment system, by County Health Department.
