The Whitman County Planning Office issued a Mitigated Determination of Nonsignificance (M-DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:
Union Town Co-op proposes a zone change from Agricultural to Limited Heavy Industrial for 10 acres of property located east of Uniontown, WA off Leon Road, in the E 1/2 of Section 9, Township 12 N., Range 46 E. W.M., Whitman County, Washington.
This zone change would apply to existing and future planned activities.

AN ORDINANCE ADOPTING THE PROPERTY TAX INCREASE FOR COLLECTION IN 2016.
Section 1. The dollar amount of the increase over the actual levy amount from the previous year shall be $644.48, which is an increase of one percent from the previous year, plus an increase of $629.00 which is an increase of one percent from the previous year, due to banked capacity. This increase is exclusive of improvements to property, newly constructed wind turbines, any increase in the value of state assessed property, any annexations that have occurred and refunds made, and is allowed under the provisions of RCW 84.55.010.

The Port of Whitman County, 302 N Mill Street, Colfax, WA, 99111, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit.
The proposed project, Boyer Park RV2, is located at Boyer Park, 1757 Granite Road in Colfax, WA, in Whitman County.
This project involves 2.7 acres/3,500C.Y of soil disturbance for recreational park construction activities.
The receiving water is the Snake River.
Any persons desiring to present their views to the Department of Ecology regarding this application may do so in writing within thirty days of the last date of publication of this notice.

Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II antidegradation requirements under WAC 173-301A-320.
