The last date to register on line, through the mail, transfer or update an existing registration is January 11, 2016. First time voters to the State of Washington can register in-person until 5:00 pm February 1, 2016 at the Whitman County Election Department, N. 304 Main St., Colfax.
Whitman County is a Vote by Mail County. A ballot will be mailed to each active registered voter in Whitman County on January 22, 2016. All returned ballots must have postage.

The Service Center for this election will be open and remain open from 8 a.m.
until 8 p.m.

The hour of closing is announced by a service worker by declaring in a loud and clear voice “The Service Center is closed.” In addition to ballot drop off boxes, voting machines for the visually, hearing, or physically impaired are available at the service center(s).

PURSUANT TO RCW 35.13.180 BY ANNEXING THERETO
A CERTAIN TRACT OF LAND CONTIGUOUS TO THE
PRESENT LIMITS OF
THE CITY OF COLFAX
AND IS OWNED
BY THE CITY OF COLFAX
AND IS HOME TO THE WASTEWATER TREATMENT LAGOON
WHEREAS, per RCW 35.13.180 the City of Colfax wants to annex land contiguous to the City of Colfax; and
WHEREAS, the land has no county taxlot identification number and is owned by the City of Colfax and is home to the Colfax Wastewater Treatment Lagoon, a municipal use; and
WHEREAS, the property is more particularly described as follows:
A tract of land in the north half of the south half of section 10, township 16 north, range 43 eastW.M., described as follows: BEGINNING at a point on the east and west subdivision line of said section 10, 1069.5 feet east of the center of said section; running thence south 89016' west along said subdivision line 1350.0 feet; thence south 280.0 feet to a point in the center of the Palouse River; thence along said center line of said river south 70037' east 308.0 feet; thence south 78031' east 986.5 feet; thence north 90 00' east 609.0 feet to the point of beginning.
Also commencing at a point on the north line of the southeast quarter of said section 10, which is 155 feet west pf the east quarter corner of said section 10; run thence south 90 00'west 817.8 feet to the center of the Palouse River; thence along the center of said river north 70 0 34' west 616.8 feet; thence north 9000' east 609 feet to the north line of the southeast quarter of said section 10; thence north 89016' east 610.S feet to the place of beginning.
A tract of land situated in the south half of the northwest quarter of said section 10, particularly described as follows: COMMENCING at a point north 88 0 50' West 9.48 chains from the center of said section 10; running thence north 63005' west 10.42 chains; thence south 67025' west 4.77 chains; thence south 89050' west 1.65 chains; thence south 17050' west 3.50 chains to the north bank of the Palouse River; thence along the bank of said stream to a point where a random line commencing on last described line I chain from the north bank of said river and running south 78050'east would intersect the north bank of said stream; thence easterly to the point of beginning.
Also, a tract situated in the north half of the southwest quarter of said section 10, particularly described as follows: COMMENCING at a point 4.25 chains west of the center of said section 10, thence west to the right bank of the Palouse River; thence up stream following said bank to a point due south of the place of beginning: thence north to place of beginning.
COMMENCING at the east quarter corner of section 10, Township 16 North, Range 43 East, W.M., thence on the east line of said section, south 9 0 00' west 421 feet; thence parallel to the as and west subdivision line south 89016'west 207 feet; thence parallel to the east line of said section 10, south 9 0 00' west 217.2 feet; thence parallel to the east and west subdivision line south 89016' west 948 feet; thence parallel to the east line of said section 10; north 9000' east 638.2 feet to the east and west subdivision line; thence on said line north 89 0 16' east 115S feet to the place of beginning.
WHEREAS, a determination of sufficiency as to the majority owners of the acreage of the property herein described has been received from the Whitman County Assessor and is determined the City of Colfax is 100% owner of the subject property; and
WHEREAS, the City of Colfax Planning Commission voted unanimously in favor of recommending the annexation and accompanying zoning designation C - Commercial to City Council during a public hearing held on November 12th , 2015; and
WHEREAS, the City Council did conduct a public hearing during its regular meeting on the 21" day of December, 2015, due notice of said hearing having been published in the Daily Bulletin, on the city website, and bulletin board inside city hall; and
WHEREAS, the process for annexing city-owned property has been followed as required by RCW 35.13; NOW THEREFORE,
THE CITY COUNCIL OF THE CITY OF Colfax DOES ORDAIN AS FOLLOWS
Section 1: The City Council hereby determines that the taxIot is owned by the City of Colfax and is used as the sewage pits for the wastewater treatment lagoon. The land is not embraced within the present city limits, The City Council of the City of Colfax has jurisdiction to annex said property to the City of Colfax.
Section 2: The corporate limits of the City of Colfax are hereby extended and increased so as to encompass real property situated in Whitman County, Washington commonly known as the city wastewater treatment lagoon and such territory is hereby annexed and declared to be a part of the City of Colfax, subject to its laws and ordinances now and hereafter enforced, including the comprehensive plan and zoning terms, conditions, and provisions to become effective upon annexation and the determination of the particular zone for the property annexed is designated as a Commercial zone, and the permanent zone classification is reserved for further study and determination by the City Council.
Section 3: The Comprehensive Plan is hereby amended to include the annexed property subject to such zones as may now exist, or as hereafter determined, and that such development is in the furtherance of the general welfare, morals, health, and safety of the citizens of the City of Colfax.
Section 4: A certified copy of this ordinance shall be recorded in both the offices of the Board of County Commissioners and County Auditor, Whitman County, State of Washington.
Section 5: This Ordinance shall be in full force in effect five (5) days after its passage, approval, and publication,

The Town of Oakesdale, Washington (pursuant of Chapter 61, Laws of 1981 and RCW 39.80) is inviting statements of qualifications and performance information from firms interested in providing professional engineering and land surveying services for the 2016-2017 calendar years in conjunction with Town sponsored projects.
Projects for which services are sought may include water and wastewater system improvement planning and design, street, sidewalk, and storm drainage improvement design, grant and loan applications, environmental documentation, land surveying, geotechnical design; construction engineering and contract administration for projects that may be funded under a variety of federal, state, and local funding programs.
Qualifications must include general firm information, experience resumes for the above listed types of projects or services, experience with state and federal funding programs, resumes of key personnel, a typical project approach, and references. Statements of qualifications will be reviewed and placed on file for the 2016-2017 calendar years, and used as the source from which to select one or more qualified firms from whom a detailed proposal may be requested for any specific project. Minority and women-owned firms are encouraged to submit statements of qualification. The Town of Oakesdale is an equal opportunity and affirmative action employer.
Project(s) could be funded (either partially or in entirely) through the Washington State Community Development Block Grant Program with federal funds provided by the US Department of Housing and Urban Development. The sum owing on the obligation secured by the Deed of Trust is: The principal sum of $183,266.28 , together with interest as provided in the Note from 7/1/2014 on, and such other costs and fees as are provided by statute.
V. The above-described real property will be sold to satisfy the expense of sale and the obligation secured by the Deed of Trust as provided by statute.
Said sale will be made without warranty, expressed or implied, regarding title, possession or encumbrances on 2/12/2016 .

If the sale is set aside for any reason, including if the Trustee is unable to convey title, the Purchaser at the sale shall be entitled only to a return of the monies paid to the Trustee.
