The Whitman County Planning Office issued a Mitigated Determination of Nonsignificance (MDNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:
Eric & Terri Olson propose a conditional use to operate a horse training & boarding facility on 4 acres of property located at 503 N. Meyer Rd., near the intersection of N. Meyer Rd. and SR 195, in the N 1/2 of Section 20, Township 13 N., Range 45 E. W.M., Whitman County, Washington. After review of a completed environmental checklist and other information on file, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

Whitman County Planning issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:
A bank stabilization and restoration project in five locations along Paradise Creek. This project intends to install riparian buffers on approximately 7.75 acres and 4,375 stream feet. Mulch fabric will be installed in both long strips and individually to help trap moisture, keep weed pressure down, and to ensure survival of plants. Live willow stakes will be planted into the streambanks and bio-engineered bank stabilization structures will be installed on a stretch of approximately 450 feet. The location of the project is alongside SR 270 between Pullman and Moscow, in Sections 1&2, Township 14 N., Range 45 E., W. M., Whitman County, Washington.
After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

NOTICE OF PUBLIC HEARING
Notice is hereby given that the Town of Malden will, on May 11, 2016 at 7.30 p.m. conduct a public hearing to consider revisions to the Town of Malden Shoreline Master Program (SMP). The SMP applies to the shorelines of Pine Creek within the town limits. The hearing will take place in the Malden Public Library. A complete text of the proposed revisions is available by contacting Karen Wallace at the Malden Town office open Monday’s 9-11 a.m. Interested parties may submit written comments on the draft SMP prior to the public hearing or present written or oral statements to the town council during the hearing.
The draft SMP update has been prepared to comply with the provisions of the Washington State Shoreline Management Act of 1971.

is seeking coverage under the Washington State
Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit.
The proposed project, Park Avenue Reconstruction Phase II, is located along Park Avenue between Nob Hill Street and the southern City limits and between Park Avenue Bridge and Front Street in St. John, Whitman County, Washington.
This project involves approximately ±1.5 acres of soil disturbance for reconstructing the Park Avenue corridor that includes asphalt surfacing. Portions of existing sidewalk and associated curb and gutter will also be improved and/or replaced. Also new stormwater facilities will be added within the project limits. The existing railroad crossing will be upgraded and the signal light and drop pole adjacent to the northbound lane will also be relocated.
All stormwater that falls onto the project area will flow through stormwater filters installed in new/existing catch basins in and around the project and then discharge into the existing Town of St. John's stormwater facility.
Any persons desiring to present their views to the Washington State Department of Ecology regarding this application, or interested in Ecology’s action on this application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.
