NOTICE OF DETERMINATION OF NONSIGNIFICANCE (DNS) AND A

PLANNING COMMISSION

PUBLIC HEARING

Whitman County Planning issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Whitman County proposes amendments to its zoning ordinances, Chapter 19.03 – Definitions, adding a definition for government facilities and offices; Chapter 19.10 – Agricultural District, adding agricultural repair shops to conditional uses and adding government offices to permitted uses; Chapter 19.15 and 19.16 – North and South Pullman Corridor Districts, making an exception to a time limitation for the creation of legal lots; Chapter 19.20 – Heavy Commercial District, adding auto and agricultural dealerships and repair shops to permitted uses and giving flexibility to the County Planner to allow non-listed permitted uses of a similar nature to those listed; Chapter 19.30 - Light Industrial District, adding a clarification to the Purpose and Intent section, adding some uses to the permitted use list and adding the same language as in Chapter 19.20 allowing the Planner flexibility in the list of permitted uses; and Chapter 19.31 – Heavy Industrial District, adding the permitted use flexibility for the Planner.

After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

A public hearing will be held by the Whitman County Planning Commission on July 20, 2016, in the Auditorium, first floor of the Whitman County Public Service Building, at 7:00 PM.

Interested persons may submit environmentally-focused written comments on the SEPA decision by 5 p.m. on Thursday, July 7, 2016 and before 5:00 PM on Wednesday, July 20, 2016 regarding the proposed zoning action to the County Planning Office, P.O. NOTICE IS HEREBY GIVEN that a Primary will be conducted on Tuesday, August 2, 2016, in Whitman County, Washington.

Voter registration deadlines: Standard deadline: Applications or updates must be postmarked or submitted online no later than Monday, July 4, 2016. Returning voted ballots: Ballots are counted only if the qualified voter marks a political party declaration box and signs the return envelope.

Ballots must be postmarked no later than August 2, 2016, or received by the Whitman County Election Department no later than 8:00pm on that date.

First class postage is required for returning a voted ballot by mail.

Access Disability Unit: An ADU compliant and language assistance voting unit is available at the Whitman County Election Department, N. 304 Main St, Colfax, during regular business hours 8:00am to 5:00pm Monday through Friday beginning May 6 through May 24th.

And 8:00 am to 8:00 pm on Election Day.

The Service Center for this election will be open and remain open from 8 a.m.

until 8 p.m.

of said election day (unless at the hour of closing there are any voters in the Service Center desiring to vote and who are qualified to participate therein, and who have not been able to since appearing at the Service Center, in which event said center shall be kept open reasonably long enough after the hour of closing to allow those present at the time of closing to vote), The hour of closing is announced by a service worker by declaring in a loud and clear voice "The Service Center is closed."
