Complaint ruled unfounded

A formal complaint against Palouse Police Chief Jerry Neumann has been ruled unfounded. Stemming from a loose dog dispute among neighbors in September, a resident filed the complaint to the mayor, which was later evaluated by the city council's police and fire committee, headed by Rick Wekenman.
