NOTICE OF ROAD CLOSURE

NOTICE IS HEREBY GIVEN that Whitman County, Mark Storey, 310 N Main St Colfax, WA 99111, is seeking coverage under the Washington State Department of Ecology's Construction Stormwater NPDES and State Waste Discharge General Permit.

The proposed project, Sand Road, is located on County Road No. 9060 from milepost 2.53 to milepost 2.94, approximately 2½ miles southeast of Pullman, Washington. in Whitman County.

This project involves 6.08 acres of soil disturbance for Highway or Road construction activities. The receiving waterbodies are South Fork Palouse River and Roadside Ditch.

Any persons desiring to present their views to the Washington State Department of Ecology regarding this application, or interested in Ecology's action on this application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the oven-iding public interest according to Tier II antidegradation requirements under WAC 173-201 A-320.

Sealed bids will be received on the following proposal by the Board of County Commissioners of Whitman County, State of Washington, at its office in the Whitman County Courthouse in Colfax, Washington, until 11:00 a.m. Pacific Time, on February 21, 2017 at which time they will be opened and publicly read. Handicap access may be obtained by the Mill Street entrance to the Courthouse.

Each bid is to be separately sealed in an envelope addressed to the Board of County Commissioners with the name of the bidder and item bid, including time and date of opening written plainly on the outside of the envelope. (NO FAXES ACCEPTED.)

The Town of Lamont, Washington is inviting statements of qualifications and performance information from individuals or firms interest in providing professional engineering services for the 2017-2019 calendar years in conjunction with sponsored projects. Potential prospects requiring engineering services include water and street planning (including WSDOT, DOH, WSDOE, TIB, CDBG, USDA RD and PWTF projects), design and construction management, contract administration, on-call consulting, consulting regarding an unfinished building, and grant applications.

Qualification and performance statements will be reviewed, placed on file for the 2017-2019 calendar years, and will be used as the source from which to select one or more qualified firms from whom a detailed proposal will be requested for any specific project.

Town of Oakesdale has received a permit application for the following project that may be of interest to you. You are invited to comment on this proposed project.

Project Description: Pearl St/McCoy St/First St Reconstruction. This project includes the reconstruction of portions of Pearl/McCoy/First Street around the Oakesdale High School which includes lowering and relocating water and sewer mains, sidewalks, constructing retaining walls and a storm water system.

Project Location: Pearl Street from 2nd Street to 1st Street; First Street from Pearl Street to McCoy Street; and McCoy Street from 1st Street to 2nd Street.

Project Applicant: Town of Oakesdale

Environmental Review: Town of Oakesdale has reviewed the proposed project for probable adverse environmental impacts and expects to issue a determination of nonsignificance (DNS) for this project. The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project.

Agencies, tribes, and the public are encouraged to review and comment on the proposed project and its probable environmental impacts. Comments must be submitted by the date noted above to the Town of Oakesdale, PO Box 246, 105 N. First St, Oakesdale, WA 99158.
