Whitman County Planning issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:
Colleen Schoepflin proposes to change the zone of approximately 1.5 acres of land from the Agricultural District to Airport Commercial for a new residence that will be affiliated with the Airport Business. She also proposed to change the zone of approximately 2.5 acres of land with an existing house on it from the Airport Commercial District to Agricultural District. The property is located approximately 1.5 miles south of Palouse, at 801 Ringo Rd., in Section 12, Township 16 N., Range 45 E., W.M., Whitman County, Washington.
After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

WHEREAS, the Town of LaCrosse adopted the 2016 budget in final form by Ordinance No. 383 2016-11 on the 10th of November, 2016;and

The Department of Ecology (Ecology) is making a National Pollutant Discharge Elimination System (NPDES) permit modification in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-220 Washington Administrative Code (WAC), and the Federal Clean Water Act.
Ecology is changing the due date for Oakesdale to submit a permit renewal application, facility plan addendum, final wastewater effluent characterization, infiltration and inflow evaluation, application for renewal or modification for facility changes, compliance schedule S10.A, task 1, 2 and 3, and compliance schedule S10.B, task 1 and 2.
The previous permit modification removed all requirements for the Town to complete a receiving water study, including in-stream gauge establishment and measurements.
The previous modification failed to remove the receiving water flow monitoring parameter from the monitoring table.
This permit modification will correct the table and remove the receiving water flow requirement with accompanying footnotes.
Ecology is issuing a draft amended permit and fact sheet amendment and is only accepting comments on the modified portions.
The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued. A tentative determination has been made on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated.
