A $20,000 bond for pre-trial release was set for Scott D. Jess, 40, after he was booked into the county jail late Nov. 6 night on probable charges of unlawful possession of a firearm and domestic violence. Jess is also being held in the jail on an arrest warrant issued by Okanogan County.
According to the arrest report, deputies and a trooper responded to a report of a probable domestic violence at a residence on Big Alkali Road in the Hay area. The report originated from a third party who was not present at the residence.
Deputies said when they arrived at the residence the alleged victim said there had been no violence. After the officers left the residence, a records return on Jess indicated he was wanted on the Okanogan County warrant. They returned to the residence and said after they told the woman at the residence that Jess was going to be arrested on the warrant, she appeared to be relieved and gave an account of an alleged assault. She also showed them a photo of an AR-15 which she had seen Jess carrying around the property. The report alleged Jess is not allowed to be in possession of a firearm as a convicted felon.
