NOTICE IS HEREBY GIVEN that the Whitman County Board of Commissioners will conduct a closed record appeal hearing on Monday, December 18, 2017, at 11:00 a.m. in their Chambers, Courthouse, Colfax, Washington.
The purpose of the hearing is to consider the Whitman County Planning Commission’s findings and recommendations for the rezoning of approximately 6-acres located 5 miles west of the Town of St. John and east of the community of Lancaster in Sections 20 and 29, Township 18 N, Range 41 EWM from the Agricultural District to the Limited Heavy Industrial District.
Any interested individual may attend said hearing. Arrangements will be made to accommodate questions and provide responses to non-English speaking residents. Upon receiving 24 hours' advance notice, the County will make arrangements to reasonably accommodate the needs of special groups of citizens, including those who are physically disabled or otherwise impaired. APPROPRIATIONS AND
ESTIMATED REVENUES AND ADOPTING, BY REFERENCE,
THE FINAL BUDGET FOR 2018.
THE TOWN COUNCIL OF THE TOWN OF Rosalia DO ORDAIN AS FOLLOWS:
SECTION 1: The Mayor of the Town of Rosalia completed and placed on the file with the Clerk a preliminary budget, including estimates of revenues and expenditures for operations of the town for the fiscal year beginning January 1, 2018 and ending December 31, 2018.
SECTION 2: The Town Council has made such adjustments and changes to said preliminary budget, as it deems necessary or proper at the time.
SECTION 3: The Town advertised and properly held the statutory public hearing on the November 14th & 28th 2017.
SECTION 4: The proposed budget, as revised, was fixed by the Town Council on November 28, 2017 and is now on file in the office of the Clerk, and is hereby adopted by fund, and incorporated herein as set forth, in full, in this ordinance.

On or about December 22, 2017 the above-named RE will request the Washington State Department of Commerce (Commerce) to release federal funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383) for the following project:

Purpose or Nature of the Project: This project is needed to reduce infiltration and inflow to the sewer system and reduce the influent flows to the treatment facility to meet NPDES permit requirements.
Location of Project: Tekoa, WA
Location of the Project: The project area is located within The City of Tekoa, including portions of Section 13 and Section 24, Township 20 North, Range 45 East and Section 19, Township 20 North, Range 46 East. Sewer lines to be replaced include those along East Main Street and Lindsey Street, North Crosby Street and Poplar Street, and along the ballpark from Warren Street to Seamon Road.

FINDING OF
NO SIGNIFICANT IMPACT
The City of Tekoa determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL 91-190) is not required. Additionally, project information is contained in the Environmental Review Record (ERR) on file at the address above and is available for examination and copying weekdays between 8:00AM and 4:00PM.
PUBLIC COMMENTS
Any individual, group or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the City of Tekoa. All comments received by December 21, 2017 will be considered by the City of Tekoa prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
RELEASE OF GRANT FUNDS
The City of Tekoa certifies to Commerce that John Jaeger in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Commerce’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the City of Tekoa to use State Community Development Block Grant (CDBG) Funds.
OBJECTIONS TO
RELEASE OF FUNDS
Commerce will accept objections to its release of funds and the City of Tekoa’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: a) the certification was not executed by the Certifying Officer of the City of Tekoa; b) the RE has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the RE has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by Commerce; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to Community Development Block Grant, Program Manager, Department of Commerce, 1011 Plum Street SE, PO Box 42525, Olympia, Washington.
