The November election rang up to $95,357 in costs which is paid for by all the jurisdictions that ran items on the ballot.
The biggest bill went to the State of Washington for $20,309.25. The Port of Whitman, the only local entity to place a vote before the entire county, had the second highest bill at $14,523.04.
Of the 54 districts and municipalities, 10 owed more than $1,000 for their parts of the ballot. The City of Pullman was billed $13,699.89, Pullman School district $10,008.61, Hospital 1-A (Pullman) $9,152.43, Hospital 3 (Colfax) $3,385.47, City of Colfax $1,954.59, Colfax School District $1,818.78, Palouse School District $1,159.54 and City of Palouse $1,007.08.
The lowest bill went to the town of Lamont for $94.96.
Regardless of whether propositions pass or fail, jurisdictions are required to pay their full tab.
Costs are determined by total expense divided among the jurisdictions according to how many issues are on the ballot and how many voters in that jurisdiction received ballots. The cost for each jurisdiction,―even if that jurisdiction is running the exact same issues,―can vary from election to election depending on the total number of jurisdiction issues on the ballot.
The $95,357 covers costs for salaries, wages, benefits, supplies, overhead and other services and charges. Salaries and wages cost $12,655.78. The biggest cost came from services and charges, totaling $60,316.94. The biggest chunk of that was for the tabulation company setup, layout and programing the new chips used by the tabulation machine, $34,651.93. Postage and inserting ballots cost $12,305.14. Printing of ballots, regular, sample and provisional, is contracted and that cost $12,284.62.
Supplies of new envelopes and security sleeves cost $7,217.76.
Prior to mailing ballots, jurisdictions pay a minimum fee of $50.
